The Space and Naval Warfare Systems Command (SPAWAR), supporting the Navy Marine Corps Intranet (NMCI) and the Naval Enterprise Network Program Office (PMW 205), intends to negotiate a sole source contract with Ridgewood Technology Partners, LLC. This contract, planned for award on September 1, 2014, covers a one-year period with one optional year. Ridgewood Technology Partners, the original developer of the COMPASS web-based support tool, is uniquely positioned to complete the final developmental module of COMPASS, which was initially developed through collaboration with the Government and under previous contracts. COMPASS provides crucial government access to lesser-known IT vendors, a broad range of commercial technologies, and automated analytics that transform large data sets into actionable insights. The continuation of this effort leverages Ridgewood’s existing expertise and prior work, avoiding duplication of effort and cost associated with establishing stakeholder relationships, technology acquisition, and user training. The completion of the COMPASS module will support critical functions such as NGEN contract technology refresh planning, technology roadmap creation, competitive procurement requests, and the development of an overarching IT Service Strategy following industry best practices. The contract will be awarded under the authority of 10 U.S.C. 2304(c) and FAR provisions relating to other than full and open competition. While no proposals are solicited, the government remains open to receiving information from other potential offerors for review.
