Full Description

THIS ANNOUNCEMENT IS FOR INFORMATION PURPOSES ONLY. DO NOT REGISTER AS AN INTERESTED VENDOR. RESPONSE DATE: December 5, 2013. Under the authority of FAR 6.302-1, the US Army Corps of Engineers intends to negotiate on a sole source basis to Tatro-Hinds Advance Concrete Engineering Inc., a contract to complete the concrete portion of the Project Geotechnical and Concrete Materials Completion Report for - Portugues Dam in Ponce, Puerto Rico, a U.S. Army Corps of Engineers Construction project scheduled for completion in November 2015. The contract will be a sole-source firm-fixed price contract for a period of twelve (12) months from the date of award. Tatro-Hinds Advance Concrete Engineering Inc, possess firsthand knowledge of the project design and construction to prepare and complete the concrete materials report section of the Project Geotechnical and Concrete Materials Completion Report for Portugues Dam. The concrete mix designs for the dam were produced by Tatro-Hinds Advance Concrete Engineering Inc. Tatro-Hinds Advance Concrete Engineering Inc, also performed the batch testing of the roller compacted concrete (RCC) and conventional concrete mix designs on site and observed and logged a majority of the concrete core samples extracted from the dam. They oversaw concrete quality assurance and monitored contractor quality control and placement from initial placement in January 2011 through the topping out of the dam in May 2012. As a result, Tatro-Hinds Advance Concrete Engineering Inc has accumulated the knowledge and expertise required on this project that is not available from any other firm. The proposed contract would consist of preparing and completing the concrete materials report section of the Project Geotechnical and Concrete Materials Completion Report for the Portugues Dam. The report is dependent upon the completeness and accuracy of the information contained in it. Due to the specific critical knowledge and experience required by USACE Engineering Regulation ER 1110-1-101 a concrete material engineer responsible for the original design and performance evaluation should collaborate in the report. It would be very costly to the Government, both financially and technically, to develop a new consultant's specific knowledge of the project to meet this requirement. To contract with other than Tatro-Hinds Advance Concrete Engineering Inc., would also result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. In addition, to develop a new consultant's knowledge base of the project would cause a significant impact to the project delivery schedule of November 15, 2015.
