The Pahranagat NWR Upper Dam Design/Build Project, solicitation 140FGA24R0008, is a total small business set-aside managed by the Department of the Interior's Fish and Wildlife Service. The project involves the design, permitting, and construction required to repair and maintain the Upper Lake Dam, associated ditches, and water control structures at the Pahranagat National Wildlife Refuge in Lincoln County, Nevada. Key objectives include the rehabilitation of the Pahranagat Drain Inlet and Upper Lake Dam to ensure NDEP compliance, the replacement of emergency culverts, the modernization of 4,400 linear feet of water delivery ditch, and the installation of digital flow meters. These efforts are driven by safety reports classifying the dam's current condition as poor due to inadequate spillway capacity and seepage, despite its low hazard classification. The project utilizes a two-phase design-build selection procedure with a best-value tradeoff evaluation. The estimated period of performance is two years and six months, with a projected timeline from October 1, 2024, to February 1, 2027. The scope encompasses habitat restoration and strict adherence to federal and local regulations, including NEPA and Clean Water Act requirements. Funding for the modernization is supported by a project nomination for approximately 4.88 million dollars to enhance wetland habitats and flood protection. Contractors are required to provide a structured pricing schedule covering base and option tasks, while adhering to specified Nevada wage rates for heavy and highway construction.
