The Department of Veterans Affairs, through its Network Contracting Office NC02 and the Buffalo VA Medical Center, intends to award a sole source contract to Tolman/Patriot Engineering, a Service-Disabled Veteran-Owned Small Business, for construction support services related to the SPS modifications at Buffalo VAMC. This contract, under NAICS code 541330 and with a small business size standard of $25.5 million, will be firm fixed price and involve completing construction phase architectural and engineering services. The project initially focused on replacing sterilizers and washers but expanded to include additional floors, ceilings, a medivator cleaning room, medivator equipment, and new HVAC installations, which required using a mobile trailer during construction. All design and bid documents were finalized within the existing five-year contract. The VA is seeking to secure construction consulting to ensure proper installation of equipment and successful project completion. Although this is a sole source award based on FAR 6.302-1(a)(2), other interested parties may submit their capabilities by November 22, 2024, for consideration of competition, with the government retaining discretion to proceed non-competitively. No solicitation has been issued yet; inquiries must be sent via email to the designated Contracting Officer, Idalia Algarin. This notice underscores the exclusive intent to engage Tolman/Patriot Engineering while allowing for potential competitive interest submissions.
