This contract amendment addresses inquiries related to the design and replacement of boilers at a Veterans Affairs facility. The original due date for submission of architectural/engineering SF 330 packages remains unchanged. While additional documentation such as drawings may be provided in the full solicitation, which will be released to the top-rated A/E firm after the qualification review, the awarded firm is responsible for conducting their own investigations and surveys to confirm design accuracy. The set-aside is designated for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and the existing percentage requirements for this designation will not be adjusted despite concerns related to the COVID-19 pandemic's financial impact on small businesses. Several questions pertain to operational details such as the timing of inspections and tests for boilers, deaerators, and condensate tanks, as well as potential future expansions affecting system sizing. In each case, the responsibility for verification of these details is delegated to the firm awarded the contract. The solicitation relates primarily to design services, identified under NAICS code 541330, and is managed by the Department of Veterans Affairs, with the contracting office located in Albany, New York. The contract outline and related solicitation materials are accessible for review through the provided government procurement links, with Rachel Beason serving as the contracting officer point of contact.
