ACQUISITION INFORMATION: The Wilkes Barre Department of Veterans Affairs Medical Center located at 1111 E End Blvd Wilkes Barre, PA 18711 is seeking professional Architect and Engineering (A&E) services for Project No. 693-15-101, AE Plumbing Upgrade Phase 3 Design.
This announcement is being issued in accordance with the Selection of Architects and Engineering firms (Public Law 92-582) and implemented in the Federal Acquisitions Regulations (FAR) Part 36. Architectural and Engineering (A&E) firms permitted by law to practice the professions of architecture or engineering are requested to send one copy of an SF 330 (7/2021 Edition) and CD from qualified and eligible firms classified as 100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESS CONCERNS. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. This is not a Request for Proposal and an award will not be made with this announcement. This announcement is a request for SF 330s from qualified firms that meet the professional and set aside requirements listed in this announcement.
Contract Award Procedure: Interested A&E Firms should e-mail a PDF SF330 document to Hanna Karmazyn at Hanna.Karmazyn@va.gov by 3:00 PM, EST, July 13, 2026. A&E firms shall be registered at www.sam.gov and www.vetbiz.gov. If available, please include your firm's VetBiz.gov SDVOSB status verification. Failure of a proposed SDVOSB A&E firm to be certified by the CVE at the time of the SF330 is submitted shall result in elimination from further consideration for award. Following an evaluation of the qualifications and performance data submitted, three or more firms considered to be the most highly qualified firms to provide the type of services require may be chosen for interviews. After interviews, the most highly qualified firm will be issued the solicitation and requested to submit a proposal. The Government will not pay, nor reimburse, any costs associated with responding to this announcement. The Government is under no obligation to award a contract as a result of this announcement. A&E Firms will be selected based on demonstrated competence and qualifications for the required work. NAICS 541330 and size standard $25.5M apply. The award of a Firm Fixed-Price contract is contemplated and is subject to the availability of FY27 funding. The construction magnitude is between $20,000,000.00 and $50,000,000.00.








EVALUATION FACTORS PLUMBING UPGRADE PHASE 3 A&E CONSTRUCTION PERIOD SERVICES
Professional Qualifications: Professional qualifications necessary for satisfactory performance of required service. The design firm and A-E on staff representing the project or each discipline must be licensed to practice in any one of the United States of America. Provide Professional License numbers and/or proof of Licensure. The evaluation of resumes shall consider the specific experience and qualifications (i.e., education, training, registration, certifications, overall relevant experience, and longevity with the firm as full-time employees) of personnel proposed for assignment to the project when evaluating professional qualifications. The lead designer in each discipline must be registered but does not have to be registered in the particular state where the project is located. Resumes are limited to one page each and should cite project-specific experience and indicate proposed role in this contract. Each discipline should be able to review submittals, answer RFI s and redesign drawings to correct any mistakes found on the original design.
Key positions and disciplines required for this project include, but are not limited to: Project Manager, Electrical Engineer, Architect, Cost Estimator, Civil Engineer, Fire Protection Engineer, Mechanical Engineer, Quality Assurance, Structural Engineer, and Physical Security Specialist.
Capacity: Capacity to accomplish work in the required time. The evaluation will consider the firm s overall ability to meet the schedule of answering RFI, reviewing submittals as well as the available capacity of key disciplines to perform the work in the required time. There shall be time for key personnel to complete site visits for visual clarification for RFI s and have construction progress inspections. Please provide a table to demonstrate the available capacity of each of the Key Personnel, include prime firm and sub-contractor personnel. At a minimum ensure that the table includes the following: name, firm, role in project and percentage of available capacity to take on new work. Provide all projects awarded by the VA during the previous 12 months (from the date of the SF330 submission) to include the following, project name, location, award date, completion percentage, and expected completion date for the prime firm and all sub-contractors
Specialized Experience: Specialized experience and technical competence in the design and construction period services provided for projects similar in size, scope, and complexity. Any provided past performance information on projects should include relevant work with Hospitals, Infrastructure upgrades, Civil, Architectural, Mechanical, Structural, Electrical, new construction tying into existing facilities, scope related renovations, and physical security upgrades or installation. Include no more than six Government and/or private experience projects. Any projects submitted that exceed the limit will not be considered during the evaluation. The evaluation will consider the management approach, coordination of disciplines and subcontractors, quality control procedures, prior experience of the prime firm and any key subcontractors working together on relevant projects, and familiarity with VA Design Guides/Manuals, Master Specifications, and other applicable standards. Shall be able to perform construction period service from a completed design. All projects provided in the SF330 must be completed by a firm, office, branch, or individual team member proposed to perform work under this contract.
Past Performance: Past performance on contracts with Government agencies and/or private industry in terms of cost control, quality of work, and compliance with performance schedules. Past performance will be evaluated for all projects provided in section F, to include a review of Contractor Performance Assessment Reporting System (CPARS) ratings. Provide performance reports for all projects submitted in section F and include the following information for each project: contract/task order number, project title, prime firm, start date, and completion date. Evaluations may also include additional performance-related information from the firm, customer inquiries, Government databases, publicly available sources, additional projects in CPARS, and other information available to the Government, including communications with points of contact in other criteria.
Evaluations will consider superior performance ratings on recently completed VA projects as well as the reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. Also, consider, as appropriate, the record of significant claims against the firm because of improper or incomplete architectural and engineering services. Failure to provide requested data, accessible points of contact, or valid phone numbers could result in a firm being considered less qualified. All projects provided in the SF330 must be completed by a firm, office, branch, or individual team member proposed to perform work under this contract.
Locality: Knowledge of the locality. May include the following, demonstrate and describe specific knowledge of certain local conditions or project site features, such as geological features, climatic conditions, local construction methods, or local laws and regulations.
Construction Period Services: Describe your firm s approach to providing construction period services, to include professional field inspections during the construction period; review of construction submittals; support in answering requests for information (RFIs) during the construction period; support of construction contract changes to include drafting statements of work and cost estimates; attendance at weekly conference calls; providing minutes of meetings between the A-E, VA, and contractors; pre-final inspection site visits; generation of punch-list reports; and production of as-built documentation. List project examples to demonstrate experience with construction period services.


STATEMENT OF WORK Plumbing Upgrade, Phase 3 Project # 693-15-101
This project consists of the Professional Design Services for the development of Construction Bid Documents and related Construction Period Services for the Plumbing Upgrade, Phase 3 project. The project area is the campus of the Wilkes-Barre VA Medical Center. The intent of the project is to upgrade aged parts/systems related to the plumbing system that will ensure a safer and more reliable water supply. The project shall include all design work needed to upgrade the existing plumbing systems such as, replacement of existing valves and piping, removing existing sinks and showers, and adding new valves and horizontal piping for entire floors to tie into the new plumbing risers.
Work under this project is primarily plumbing, but may include architectural, structural, mechanical/HVAC, electrical design, life safety and telecom drawings and specifications. The A/E Services required are for site investigation, concept development, review existing documents and Construction period services. The Phase 3 plumbing design includes the following items; replacement of Vertical water distribution/returns on all floors of buildings 1/27/17/11/12/21/14/Ambulatory Care Addition, new risers in building 27, demolition of private restrooms in non-patient areas, constructing med and ladies restroom in location that do not have Men and ladies restrooms, demolition of old water risers, renovate penthouse tank, upgrade controls system for penthouse tank, and shutoff/isolation valves at appropriate locations. Design a new riser on the north side to house Hot and Cold-water risers and the equipment. The design effort shall provide for complete drawings for the construction of upgrading the existing Plumbing systems.
The A/E shall include a separate line item for an independent 3rd party Fire and Life Safety Code Review in accordance with VHA Directive 7712, Fire Protection Code Reviews of Delegated Construction Projects (link). https://www.va.gov/vhapublications/ViewPublication.asp?pub_ID=5331
Design will include the application of VA space criteria to provide for the proper program space, if needed. All designs must be in accordance with the International Plumbing Code (IPC), and all applicable Federal, State and Local codes as well as the Department of Veterans Affairs (VA) publications (Master Construction Specifications, Space Criteria, Construction Standards, etc.). Work under this project may involve environmental considerations, such as lead paint and/or asbestos removal, which shall be addressed within the design and included within the Construction Bid Package.
The VA is looking to have the project go out for solicitation in fiscal year 26. The VA will need a contract for the following items. A&E will update their drawing, specs and all associated documents. Make sure all documents are updated with all VA and code changes. A&E shall make the necessary changes. A&E will then reissue all documents for construction. Update a cost analysis. Construction period services and site visits for the project. Present all option to the VA for Bid Deducts, have revised drawings and if one of the options is to remove section of work, please produce separate drawing and spec so that deducted section can be used as an independent project. A&E shall give an option of using different material that have cost savings. Is there any other option to lower project cost. As-built drawing after the completion of the project. Contact shall be completed in 1,460 calendar days. As part of the contract, we shall have 2 review meeting with the VA Staff and A&E for both drawing and specs.
This project was previously designed in 2022. This SOW is for updates to that design work as well as CPS. The original design drawings and specifications completed will be provided with the solicitation request at that stage of the process but will not be provided during the request for SF330 s.

THE ABOVE SCOPE IS INTENDED TO DESCRIBE THE PROJECT IN GENERAL AND IS NOT LIMITED TO THE AFOREMENTIONED. ALL WORK SHOWN ON THE DRAWINGS AND DESCRIBED IN THE SPECIFICATIONS SHALL FORM THE COMPLETE PROJECT.
