The Department of Veterans Affairs intends to award a sole source, firm-fixed-price contract to Sigma Psi Consulting, Mechanical, Electrical and Plumbing Engineer, PLLC, for construction period services related to the renovation and upgrade of the sewage treatment plant's trickling filter at the VA Hudson Valley Healthcare System Castle Point campus in Wappingers Falls, NY. The contract, with a 240-day performance period, will oversee construction activities to ensure compliance with current state and federal environmental regulations, including SPDES permitting requirements. Services include site visits, review of submittals, responses to requests for information, inspections, and preparation of as-built drawings. The firm will also be responsible for ensuring all upgrades satisfy regulatory codes and VA specifications, obtaining necessary approvals, and supporting the project through all construction phases. This sole source action is justified by the unique qualifications of Sigma Psi Consulting, and while other parties may submit capabilities statements by a specified deadline, the government reserves the right to proceed without competition. The project’s background highlights the critical need for the renovation, given the plant’s original 1950s construction and current operational capacity, ensuring environmental compliance and prevention of regulatory violations. The AE firm will use electronic submittal systems to streamline processes and must comply with relevant safety, licensing, and security protocols. Coordination with regulatory agencies and VA officials, including obtaining site access credentials and informing the Contracting Officer of photography intentions on-site, is required. No travel for government employees is anticipated, but the contractor’s employees will conduct necessary on-site visits throughout the contract duration.
