The requirement for C2 Digital and Simulation Support services at Fort Leonard Wood, Missouri, under solicitation W911S7-26-R-A009, was issued by the Mission and Installation Contracting Command to provide Mission Command Systems training and command and control expertise in support of the Maneuver Support Center of Excellence. The contractor was to deliver hands-on instruction and simulation support for systems including CPCE and JBCP, serving as observer/controllers for multiple Army training courses such as the Captain’s Career Course, Basic Officer Leadership Course, Advanced Leader Course, and Senior Leader Course across USACBRNS, USAES, USAMPS, and reserve components. Services were to be performed at the Digital Training Facility on Fort Leonard Wood, with performance governed by a detailed Performance Work Statement referencing current Army doctrine, ADP 3.0, and compliance with the Service Contract Act Wage Determination No. 2015-5093 Rev. 29. The solicitation was structured as a Firm Fixed Price contract with a base period covering seven months and four one-year option periods, all evaluated under a best-value trade-off process where technical approach was the most heavily weighted factor, followed by staffing, past performance, and price. Offerors were required to submit proposals in four volumes with strict page limits and adhere to electronic submission protocols via email, with no paper or fax submissions permitted. The contract was set aside 100% for small businesses under the 8(a) program, requiring compliance with SBA regulations, including limitations on subcontracting and mandatory joint venture performance thresholds. All proposals had to include representations of size status, socioeconomic certifications, UEI and CAGE codes, and were subject to evaluation for risk of unsuccessful performance using adjectival ratings. Despite the detailed planning and issuance of amendments to clarify wage determinations, staffing expectations, proposal format, and administrative directives, the solicitation was ultimately cancelled on June 24, 2026, due to a lack of appropriations. No awards were made, and no contract performance was initiated. The cancellation superseded all prior notices and amendments, including the March 4, 2026 updates that had provided government responses to offeror questions and corrected typographical errors in the solicitation. The original solicitation number W911S7-25-R-A015 had been updated to W911S7-26-R-A009 due to a system reclassification, but this change had no
