The California Department of Corrections and Rehabilitation (CDCR) is soliciting bids for a Master Agreement to provide tertiary transportation services for vehicles, equipment, and materials. The scope covers light, medium, and heavy-duty asset classes across various CDCR locations, including state prisons and rehabilitative programs. The contract is structured so that separate purchase orders are issued for each participating location, with a performance period extending through July 31, 2029. Compensation is based on a specific rate sheet that covers all operational expenses, including labor, fuel, mileage, and tools. Award selection is based on the lowest responsible bidder, with the total bid price calculated from the rate sheet and a 25% contingency for unforeseeable services. The process includes incentives for Disabled Veteran Business Enterprises (DVBE), which can reduce the net bid price for evaluation purposes by up to 5% or $500,000. Contractors must adhere to strict security protocols, such as rendering equipment inoperative when not in use, and comply with Cal/OSHA bloodborne pathogen and aerosol transmissible disease regulations. Invoices must be submitted monthly in PDF format, and the agreement is subject to the availability of funds under the California State Budget Act.
