Fire Alarm engineering for Lewis County
Solicitation # 2026-RFQ-040
Lewis County is soliciting qualifications under solicitation 2026-RFQ-040 for a professional engineering firm to provide comprehensive design and engineering services for fire alarm systems. The project encompasses several County-owned facilities, including the IT Building, Historic Courthouse, Health Building, and Lewis County Jail. The selected firm will be responsible for conducting on-site evaluations to determine the remaining useful life of existing systems, assessing code compliance with NFPA 72, IBC, and IFC standards, and developing bid-ready construction drawings and technical specifications. All designs must be stamped by a licensed electrical engineer familiar with Washington State fire alarm requirements and must integrate smoothly with existing infrastructure to ensure standardized maintenance and operations. Proposals are due by November 10, 2026, via the OpenGov platform and will be evaluated by a committee of at least three County employees using a points-based system. The evaluation criteria are equally weighted at 20 percent each across four categories: firm qualifications (including NICET certifications and licensed engineer availability), responsiveness and capacity to begin work within 30 days, regulatory compliance and permitting records, and the clarity and detail of blueprint designs. Applicants must provide a statement of qualifications, three public agency references from the last five years, and resumes of key personnel. The contract is administered by Matt Patana, Capital Infrastructure Specialist, based in Chehalis, Washington.

This synopsis provides notice of the Government's intent to solicit a proposal on a sole-source basis from incumbent General Dynamics Information Technologies, Inc. (GDIT) at 3211 Jermantown Road, Fairfax, VA 22030-2844 for engineering support services. This is necessary for the continuance of contractor support services to the Integrated Communications and Information Systems (ICIS) Division (Code 4.11.3) of NAWCAD for the design, development, integration, acquisition, training, test and evaluation, installation, fielding, certification, maintenance, logistics support, and Modernization of Command, Control, Communications, Computers, Combat and Intelligence (C5I Modernization) which meet the requirements of the Department of Defense (DoD) and Federal Government Agencies. The services support rapid design, development, customization, manufacturing, fabrication, procurement, integration, test and evaluation, installation, certification, maintenance and upgrade, logistic, and life cycle support of new and/or existing shipboard and airborne mission systems. The proposed bridge contract is needed for continuing ongoing support currently being done under existing GDIT task order, N00178-04-D-4012-M808, while the follow-on contract is being competed with an estimated award date of 11 Jan 2017. This requirement will be a Cost-Plus-Fixed Fee (CPFF) bridge contract. Due to the ongoing nature of the support services currently being performed under task order N00178-04-D-4012-M808 and the need to continue these services without a break in work, GDIT is the only practical source for providing the necessary continuation of these services until award of a competitive follow-on contract. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may submit informational inquiries related to this requirement. The Government will consider all information received by 5 May 2015, 1530 EST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received. No telephone responses will be accepted. For information contact Kathleen Notaro, Code 2.5.1.3.6, Telephone (301) 737-7560, or via email: kathleen.notaro@navy.mil. Per FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." General Dynamics Technologies, Inc. is the only practical source for providing the necessary continuation of these services without impact on the sponsor schedules, project schedules, operations and operational readiness that would be caused by a break in services. It is unrealistic, from a technical and contractual perspective, to expect any other potential source to provide continued services prior to the competitive contract being awarded. Because of the nature of this requirement and the impracticality and substantial costs the Government would incur and not recover through competition, this will be procured on a sole-source basis. For subcontracting opportunities with General Dynamics Technologies, please contact Darryl Long at (240) 725-7885, or by email at Darryl.Long@GDIT.com, or Jim Conway at (240) 725-7865, or by email at Jim.Conway@GDIT.com, or Blake Bowen at (240) 725-7048, or by email at Blake.Bowen@GDIT.com.
