AI Contract Overview

On March 27, 2015, the United States Army Contracting Command, Aberdeen Proving Grounds awarded task order W91CRB-14-D-0030-0003 to Man-Machine Systems Assessment, Inc. located in El Paso, Texas. This two-month bridge contract provides critical Test and Evaluation services supporting the Soldier and Support Systems Evaluation Directorate. Due to the urgent nature of the agency's needs and the specialized expertise of the contractor, the award was made on a sole-source basis under a cost-reimbursement structure, as performance uncertainties prevented the use of a fixed-price agreement. The services are essential for maintaining mission success and ensuring the safety of personnel, as any gap in support or failure to meet evaluation timelines could lead to soldier injuries or fatalities during active duty. This action ensures continued technical support and risk mitigation while a follow-on effort is being competed. The procurement falls under NAICS code 541330 and was managed by the Department of Defense.

Full Description

This contract action was accomplished using other than competitive procedures because this is an order under an existing contract that was awarded using non-competitive procedures. This contract action was not awarded as a fixed price type because uncertainties involved in contract performance did not permit costs to be estimated with sufficient accuracy to use any type of fixed price contract. As such, a cost-reimbursement type action was awarded (FAR 16.301-2). On 27 March 2015, the United States Army Contracting Command, Aberdeen Proving Grounds (ACC-APG) awarded task order W91CRB-14-D-0030-0003 to Man-Machine Systems Assessment, Inc (MSA) located at 11001 Gary Player, El Paso, TX, 79935-3911. This task order was awarded sole source to MSA, under the authority of FAR 16.505(b)(2)(i)(A): Urgent agency need precludes fair opportunity. The services were previously performed under task orders W91CRB-06-D-0012-0012 and W91CRB-06-D-0012-0013. The required Test & Evaluation (T&E) Services are critical to mission success. MSA possesses the skill set and program experience to mitigate the risk of mission failure by ensuring continued support while the follow-on effort is being competed. Failure to meet T&E timelines or not utilizing MSA's technical expertise to ensure safe and effective equipment would result in the loss of soldier life, Soldier injuries, and critical failures while Soldiers are performing active duty in defense of our country. This synopsis is not a request for proposals. For inquiries regarding this procurement, contact Dominic Milligan, Contract Specialist at contact@example.gov or Ralph Kaminski at contact@example.gov.
