The contract solicits bids for the supply of specific cable assemblies (part numbers 8243090-0001 and 82043091-0001) for the Naval Surface Warfare Center (NSWC) Crane Division. Initially issued on May 1, 2025, it required all interested vendors to submit their proposals by May 14, 2025, at 12:00 PM Eastern Time. The procurement was originally set aside exclusively for small business participation, with strict registration requirements in the System for Award Management (SAM) and the Joint Certification Program (JCP) necessary to access controlled attachments and move forward in the solicitation process. All updates and changes prior to the closing date would be posted on the official government site, with direct email submission of quotes required. Subsequent amendments have altered key aspects of the contract. Amendment 0001 extended the initial closing date to May 20, 2025. Amendment 0002 made two significant changes: first, it further extended the submission deadline to June 4, 2025, giving prospective offerors additional time to prepare their proposals; second, it removed the small business set-aside, opening competition to all qualified vendors regardless of business size. Interested parties must closely monitor the federal contract opportunities website for updates, and only those who submit a quote by the new deadline will be eligible for consideration in future actions relating to this contract. The primary points of contact for submissions and questions are Andrew Ficklin and Rebecca Helton.

EVALUATION/REPAIRS
Solicitation # N00016427Q0006
Solicitation N00164-27-Q-0006 is a sole source, firm fixed price procurement issued by the Naval Surface Warfare Center Crane Division for engineering services to support five AN/SLQ-32(V)4 G4DSP-XD3 multiprocessor cards. The primary objective is to perform evaluation diagnostics, failure analysis, and data extraction on non-working processing units to determine if they are repairable or beyond economic repair. Key technical requirements include salvaging Northrop Grumman running scripts and operational binary scripts from non-volatile memory, as well as mapping hardcoded IP schemes and network connection profiles. The government intends to negotiate exclusively with Abaco Systems due to the items being peculiar to one manufacturer, although other responsible sources may submit capability statements for consideration. The contract requires strict adherence to MIL-STD-129 for shipping and marking, NIST SP 800-88 Rev. 1 for media sanitization, and DoDI 8582.01 for the security of non-DoD information systems. Contractors must be registered in the System for Award Management and comply with Cybersecurity Maturity Model Certification (CMMC) requirements under DFARS 252.204-7021. Deliverables include software test reports, computer software products, and system security plans. Invoicing must be processed through the Wide Area WorkFlow (WAWF) system. Offers are due by 4:00 PM Eastern Time on October 26, 2026, and should be submitted electronically to the primary point of contact, Trista Ray.
