AI Contract Overview
This contract pertains to the procurement of a single special-purpose electrical branch cable assembly identified by NSN 6150-01-285-4457, with delivery required within five days after award to the Iraqi Air Force Command at Martyr BG Ali Flaih Base in Salah al-Din, Balad, Iraq, under a Foreign Military Sales arrangement. The item is subject to strict export control under ITAR or EAR, restricting its disclosure to foreign persons regardless of location, and only contractors approved by DLA with JCP certification, completed export control training, and cleared access may handle the technical data, as governed by DFARS 252.225-7048. Packaging must conform to MIL-STD-2073-1E and DLA’s RP001 standards, with preservation limited to cleaning and drying per Method 10, and labeling must comply with MIL-STD-129 including barcoding, while hazardous materials require OSHA-compliant labeling and prior submission of hazard data unless exempted by specific federal statutes. The contract incorporates extensive cybersecurity requirements mandating compliance with NIST SP 800-171 Rev 1 for safeguarding covered defense information, including assessment and reporting through the Supplier Performance Risk System, alongside mandatory clauses for employment eligibility verification, combating human trafficking, sustainable procurement, and safeguarding government and contractor information systems. Inspection and acceptance occur at origin under FAR 52.246-2 using zero-defect sampling criteria from MIL-STD-1916 and ASQ standards, while invoicing is exclusively through Wide Area WorkFlow with no Fast Pay eligibility indicated. The solicitation issued under SPE4A6-26-T-50J3 has a response deadline of May 21, 2026, and is administered by the DLA Commodities Division with Chinh Le as the primary point of contact. Offerors must maintain current representations in SAM including UEI and CAGE codes, declare size status, and disclose any involvement with covered defense telecommunications equipment or joint venture structures. The contract type remains unspecified pending contracting officer completion per FAR 52.216-1, but likely falls under firm-fixed-price given the simplified acquisition context. All technical documentation must be submitted via the DIBBS portal, and hazardous material data requires pre-award submission to the Contracting Officer.
