SNSPD Detector System Upgrade

Fermi National Accelerator Laboratory, through the Fermi Forward Discovery Group, is soliciting a firm fixed price proposal for the upgrade of a Superconducting Nanowire Single-Photon Detector (SNSPD) system, as outlined in RFP-381413-GMG. The procurement is for high-efficiency nanowire detectors, with technical compliance being the primary threshold for evaluation under a Low Price Technically Acceptable (LPTA) source selection methodology. Proposals must meet stringent performance and design specifications, including the use of genuine, non-counterfeit components and adherence to federal standards such as EnergyStar®, EPEAT, and IPv6 compliance for any associated IT systems. All deliverables must conform to strict anti-counterfeit measures and origin labeling requirements under the Buy American Act, with a minimum of 55% domestic content for construction materials and critical components produced domestically. The contract includes mandatory flow-down provisions governing cybersecurity, personnel security, and data protection, with subcontractors required to comply with NIST and DOE IT security policies, Personal Identity Verification (PIV) for site access, and prohibitions on the use of technologies from covered entities like Kaspersky Lab. Foreign national access to Fermilab facilities is restricted unless prior written approval is obtained from DOE Headquarters at least 180 days in advance. Subcontractors must also certify compliance with labor standards, trafficking in persons requirements, and federal acquisition regulations, including the submission of completed Proposal Certifications and SAM.gov Unique Entity ID verification. Performance is to occur at Fermilab in Batavia, Illinois, with acceptance governed by f.o.b. destination terms, and formal contract award is contingent on meeting all technical criteria and submitting the lowest evaluated price.
