AI Contract Overview
This contract is a Federal Acquisition Regulation (FAR)-based indefinite delivery contract issued by the Department of Defense’s Strategic Acquisition Program Directorate, designated as SPE7LX-26-U-8878, for the procurement of a special-purpose electrical cable assembly identified by NSN 6150-01-540-1482 and part number 3584372, with an estimated quantity of 9 units under a total small business set-aside. The contract is structured as a unilateral IDIQ, meaning it establishes a framework for future delivery orders without guaranteeing specific quantities, and is subject to delivery within 109 days after the order date with FOB Origin terms. Pricing is not fully specified, with the unit price missing for the sole CLIN, resulting in an estimated contract value range of $0 to $350,000, though the guaranteed minimum quantity is one unit. Performance and acceptance occur at the destination point, with inspection responsibilities resting solely with the government, and sampling inspections must adhere to MIL-STD-1916 or ASQ H1331 with zero non-conformances required for acceptance unless otherwise specified. Quality assurance is stringent, prioritizing the DLA Master List of Technical and Quality Requirements over all other standards, including ASTM D3951 for packaging and MIL-STD-129 for marking, labeling, and barcoding, with palletization required to meet RP001 guidelines. The contract imposes comprehensive compliance obligations rooted in defense-specific regulations, including cybersecurity protections under DFARS 252.240-7997, requiring adherence to NIST SP 800-171 for safeguarding covered contractor information systems, and mandatory compliance with 252.223-7001 for hazard communication, necessitating proper labeling of hazardous materials and submission of safety data sheets for non-exempt substances. Special clauses enforce prohibitions against the use of covered defense telecommunications equipment and services, require whistleblower protections for employees, mandate employment eligibility verification, and enforce equal opportunity commitments for workers with disabilities. Invoicing is exclusively conducted via the Wide Area WorkFlow system using approved document types, and payment is governed by specific DFARS clauses regarding accelerated payments to small business subcontractors and potential levies on contract funds. Offerors must be certified small businesses registered in SAM, disclose their UEI and CAGE codes, and comply with representations concerning size status and socioeconomic certifications
