The contract solicits a cable kit under NSN 2590-01-222-7946 with a quantity of 96 units, issued under solicitation SPE7L1-26-T-868T for a Women-Owned Small Business set-aside, with a response deadline of August 3, 2026, and a delivery window of 168 days after award. The kit consists of multiple components subject to strict qualification requirements, including mandatory inclusion of parts sourced exclusively from Qualified Products Lists (QPL) or Qualified Manufacturers Lists (QML), and adherence to Source Control Drawings. All parts must be new, unused, and not government surplus, with a requirement for full traceability from manufacturer to delivery, backed by an inspection system that verifies conformance and integrity upon receipt. The contractor must implement and maintain a system to ensure only OEM-certified parts are used and make all inspection and traceability records available to the government upon request. Compliance with stringent technical and quality standards is mandatory, including full technical inspection and acceptance at the manufacturer’s facility, excluding simple count, kind, and condition checks. The kit contains specialty metals subject to DFARS 252.225-7008, 252.225-7009, and 252.225-7010, and may include technical data controlled under ITAR or EAR, restricting its disclosure to foreign persons even within the U.S. Contractors must hold JCP certification, complete mandatory DLA export-control training, and receive explicit approval to handle controlled data. The use of ozone-depleting chemicals is prohibited, and all substitute materials require prior government approval. The contract also mandates adherence to CMMC Level 2 cybersecurity requirements and incorporates all referenced technical and quality requirements from the DLA Master List. Delivery is to Jacksonville, FL, with Mary Capezzuti as the primary point of contact.
