Department of Foreign Affairs, Trade and Development (DFATD) has a requirement for potential future contract work to provide cabling services to Canadian missions abroad. This work will include, but is not limited to, the supply and installation of cables and ancillary hardware or equipment at various international locations.National Security Exception has been invoked for this requirement so the trade agreements are not applicable.The solicitation will be a two-stage process. The first stage is the Invitation to Qualify (ITQ), represented by this Notice which will be posted for a period of 1 year. The ITQ document itself will not be posted but may be provided to interested firms upon request. In order to obtain the ITQ document, please send your request to DFATD Bid Receiving email: internationalproposals@international.gc.caUpon receiving the ITQ document, interested firms may submit an application, which will be evaluated and successful firms will be placed on a source list.As the stage two of the process, Canada will compete specific opportunities amongst the Qualified Suppliers on the source list. These future solicitations will range widely in scale from requests for individual resources to large scale fit-ups of new Chanceries. Solicitations will require that a Qualified Supplier supply and/or install various components of low-voltage data or electronic security systems. Qualified Supplier will be expected to travel to and work at any of Canada’s current of future diplomatic missions abroad.Only firms with the personnel with the Secret security clearance will be placed on the source list.Requirement description:DFATD provides office accommodation for Diplomatic facilities located throughout the world. DFATD also provides the overall project management services for new construction, lease, fit out or renovation of existing properties. For various projects, the prime construction work requires the supply and installation of low-voltage cabling infrastructure for security, information and communications technology (ICT), audio video (AV) systems, or other systems together with required infrastructure – cable ladders, grounding and bonding hardware, racks, patch panels or other termination fields. The purchase, shipping, installation, and testing of the cabling and hardware must be performed by security-cleared Canadian individuals in accordance with the Department’s security requirements on installation of low-voltage data and electronic security cabling.
