The Department of Defense, specifically the AFLCMC PZI office at Wright Patterson Air Force Base, has issued an award notice for the procurement of CADENAS PartSolution software under solicitation FA8604-20-P-1031. This software is critical for the National Air and Space Intelligence Center to support and expand its intelligence environment by providing modeling capabilities for NX CAD designs. The software allows for the efficient browsing and comparison of an extensive library of existing CAD files, protecting thousands of hours of previous investment in these models. This procurement was conducted as a single source acquisition because CADENAS is the only product that meets the specific requirement for a non-cloud-based platform. Market research determined that alternative products, such as PHYSNA, were insufficient and that selecting other-than-requested software would lead to unacceptable mission delays of 16 to 18 months. Furthermore, utilizing a different software solution would result in duplicated government costs, specifically requiring an additional 120,000 dollars to repurchase necessary software and support licenses.

The procurement of the CADENAS software is essential to support the intelligence environment as well as expanding upon current intelligence capabilities. NASIC will utilize CADENAS software is used for modeling capability of NX CAD for design that can be reused and re purposed. NASIC has an extensive library of CAD files that are difficult browse d compare. This software is an extension in the 1000s of hours invested in those models. Similar products such as PHYSNA do not meet, and cannot be modified to meet, NASIC's need for a license that does not operate only as a cloud platform. After market research conducted September 2020, the NASIC Subject Matter Expert (SME) concluded that the purchase of other-than-requested (OTR) software would result in duplicated costs to the Government and unacceptable delays in fulfilling the Air Force's mission. Integrating an OTR license would require NASIC to repurchase $120K (10 licenses x $12,000) in software/support license.
