Cajalco Road & Carroll Street Traffic Signal Project

The Cajalco Road and Carroll Street Traffic Signal Project, identified by Work Order D30115C and Task Code Z1530, is a Riverside County Transportation Department initiative located in the Mead Valley area of Riverside County, California. The primary objective of the project is to install a new traffic signal at the intersection of Cajalco Road and Carroll Street. The comprehensive scope of work includes the installation of traffic signal poles, mast-arms, cabinets, and pullboxes, as well as minor pavement widening. Additionally, the project requires the removal of existing traffic striping and signage, followed by the installation of new traffic stripes, pavement markings, retroreflective pavement markers, and new traffic signs. The project is exempt from the California Environmental Quality Act (CEQA) under Section 15301(c) due to its status as a minimal expansion of existing facilities. However, strict environmental compliance measures are required, including adherence to the Western Riverside Multi-Species Habitat Conservation Plan (WRMSHCP) and its associated Best Management Practices. Specific biological protections are mandated, such as a pre-construction presence/absence survey for the Burrowing Owl by a qualified County biologist within 30 days prior to ground disturbance. Furthermore, if tree or vegetation removal occurs during the migratory bird breeding season between February 1 and August 31, a pre-construction nesting survey must be conducted in accordance with the Migratory Bird Treaty Act.
