4. PROPOSAL SUBMISSION AND DUE DATE
Proposals must be submitted on www.centralbidding.com by August 31, 2026 by 2:30 P.M. Proposals received in any other format outside of www.centralbidding.com will not be accepted. Proposals received after the deadline stated shall not be accepted. This Request for Proposal is to obtain qualifications of applicants and pricing information and does not guarantee an award. The proposals shall be reviewed by the Owner and Lafourche Parish Government administration to qualify and determine the proposal that provides the "Best Value" to the Owner. "Best Value" means the overall combination of quality, price, and other elements of the proposal that, when considered together, provide the greatest overall benefit in response to the requirements described in the solicitation documents. The Owner shall rank the proposals based upon the materials submitted and scoring system outlined in this document. The Owner reserves the right to accept or reject any and all proposals in whole or in part. Subsequently, the Owner shall present the proposals to the Owners Board of Directors for approval. Once the Owner approves the selected proposal, a contract will be executed, and the Owner will provide an “Approval to Proceed” and instruct the Contractor to initiate the fabrication and installation of the project. Conditions of Acceptance This RFQ does not commit the Lafourche Parish Tourist Commission/Louisiana’s Cajun Bayou Tourism to award a contract or to pay any costs incurred for any services. The Lafourche Parish Tourist Commission/Louisiana’s Cajun Bayou Tourism at their sole discretion, reserve the right to accept or reject any or all proposals received as a result of this RFQ, to negotiate with any qualified source, or to cancel this RFQ in part or in its entirety. All proposals will become the property of the Lafourche Parish Tourist Commission/Louisiana’s Cajun Bayou Tourism. If any proprietary information is contained in the proposal, it should be clearly identified.
RFP Expenses All expenses related to the response of this RFP, or other expenses incurred while the selection process is underway, are the sole obligation and responsibility of that Submitter. In the event it becomes necessary to revise any part of this RFP, addenda will be posted and provided via www.centralbidding.com. All questions must be directed to the Owners Representative. The Owners Representative will accept written questions through August 17, 2026. Questions will be answered in writing on www.centralbidding.com by the Owner’s representative. The Owner also reserves the right to cancel or to reissue the RFP in whole or in part, prior to the execution of a contract.
8. INSPECTION OF SITE
Prior to submitting a proposal, each Submitter and/or their Sub-Contractors should visit the site of the proposed work and fully acquaint themselves with the existing conditions there relating to construction and labor. They should fully inform themselves as to the facilities involved, the difficulties, and restrictions attending the performance of the Contract. The Submitter should thoroughly examine and familiarize itself with the Design Intent Drawings. The Contractor by the execution of the Contract shall in no way be relieved of any obligation under it due to failure to receive or examine any form or legal instrument or to visit the site and acquaint themselves with the conditions there existing. The Owner will reject any claim based on the facts regarding which it should have been on notice.
9. ACCEPTANCE PERIOD Submitters shall guarantee their submitted proposal price for 90 days from the due date for receipt of bids. 10. PROJECT DESCRIPTION
The Lafourche Parish Tourist Commission/Louisiana’s Cajun Bayou Tourism in association with Lafourche Parish Government, have been working with MERJE on the development of a new monument/marquee Visitor Center Entrance Sign located at the front entrance of the Louisiana’s Cajun Bayou Visitor Center at 4484 Louisiana Highway One, Raceland, LA 70394. The New Sign will be double-sided and consist of two LED screens, along with organizational branding, and is to be constructed in the same location as the Old Sign. In summary, the Submitter should include in their proposal: Construction of the New Sign (and all associated fees and expenses necessary to complete the work). Additional details, specifications, and technical drawings are included in Exhibit A: New Sign Design Intent Drawings, Exhibit B: Sign Location Plans. The Location of the New Sign should be constructed in the same location as the Old Sign. All permitting, fees, etc. required for the New Sign is the responsibility of the Contractor. This includes permitting that may be required by DOTD and Lafourche Parish Government. 11. SCOPE OF SERVICES 1. Fabrication and Installation The Contractor shall fabricate and install the New Sign, in the same location, based on the New Sign Design Intent Drawings, Sign Location Plan, Technical Specifications, and standard industry practices. The Contractor shall furnish all necessary labor, material, equipment, transportation, and services to fabricate and install the New Sign as identified in the New Sign Design Intent Drawing package. The location for the New Sign that is to be installed by the Contractor is shown in the attached Sign Location Drawings. The Contractor will be responsible the construction of the New Sign based on the details shown in the Design Intent Drawings, Specifications, and RFP Documents. The Contractor will be responsible for preparing the site for the New Sign, and fabricating and installing the New Sign, including all necessary appurtenances, to make the New Sign complete and operational/functional. The Contractor shall also be responsible for planning, fabricating, and installing all electrical and fiberoptic components and hookups necessary for the operation of the New Sign and its connectivity with the Visitor Center.
The Contractor shall coordinate as necessary with all State and Parish agencies and departments required to fabricate and install the sign in the individual right-of-way.
The Contractor and their Sub-Consultants shall retain and maintain all necessary State, Parish, and Local Licenses required to perform the work requested as part of this project. The Contractor must hold a valid Louisiana Contractors License for this project and be in good standing with the State of Louisiana Contractors Licensing Board. The Bidder shall provide pricing to accomplish all the work as outlined in this RFP and as outlined in the New Sign Design Intent Drawings, and Sign Location Plan. Information given on the attached New Design Intent Drawings, Sign Location Plan, and information relative to existing conditions has been obtained from sources believed to be reliable, but shall be subject to verification in the field by the Submitter Please Note: The selected Contractor must field verify exact locations and conditions for the construction of the New Sign. The Contractor will be required to take a field survey at the installation location, check all grades and all measurements in conjunction with the attached New Sign Design Intent Drawings, and provide submittal drawings for the Owners approval prior to fabrication and installation. Once submittal drawings for the New Sign are approved by the Owner, the Contractor will order components, fabricate, and install the New Sign as required by the contract. The Submitter shall make themselves familiar with all the requirements of the project as outlined in the RFP, New Sign Design Intent Drawings, Technical Specifications, and Sign Location Plan.
In addition to the fabrication and installation of the New Sign, the Submitters proposal/price shall also include: 2. Prototypes and Samples All costs necessary for requested prototypes and color, material, and product samples necessary to gain approvals. 3. Shop Drawings Production of all necessary shop drawings, indicating all materials, processes, specifications, fabrication details, and installation methods. 4. Structural Engineering Provide all necessary structural engineering calculations and signed and sealed drawings for proposed sign, structures, and other elements as necessary to perform the work and provide a structurally sound and safe product. All drawings shall be signed and sealed by a registered Structural Engineer, licensed in the state of Louisiana. 5. Field Surveys Prior to Beginning Work Contractor’s representatives will be present at all field surveys and site markings prior to installation. 6. Installation: Call Utilities Before Digging Prior to any digging the Contractor shall contact all required utility companies. Including, but not limited to Water, Gas, Electric, Fiber-Optics, Cable, Telephone, etc. It is the responsibility of the Contractor to coordinate all calls, utility checks, and footer production so that it will not delay the installation of the New Sign.
7. Permits & Fees Within their total project cost, the Submitter shall include all costs required for permits and fees associated with this project.
8. Shipping, Delivery, and Storage Include all costs required to ship, deliver, and store all sign components in the appropriate protective covering and crating to fully protect all sign components and surfaces against damage. As necessary, provide secure local storage area during fabrication and installation period. 9. Installation: Underground Vaults/Basements Prior to bidding, to the greatest extent practical the Contractor shall make themselves familiar with all underground basement/vault locations that may interfere with a potential sign location footer. 12. PROPOSAL FORMAT Proposals are to be submitted per the instructions in Section Four (4) of this document . Bidders are encouraged to keep their proposals brief and relevant to the specific work required. Proposals shall follow the following format and limited to the quantity pages identified below. A. Cover Letter (maximum 1 page) The name, address, and phone number of the Submitters contact person for the remainder of the selection process. Any qualifying statements, comments, or exceptions regarding the Submitters proposal and the information provided in the RFP. Identification of any Subcontractors and their responsibilities. B. Statement of Qualifications Prime Contractor (maximum 1 single side page per person/topic) Resume of the Project Manager Resume of the On-Site Installation Manager (required) Resume of all Prime Contractor’s other key personnel. List of all in-house capabilities, including size of manufacturing facility. Three (3) client references for previous projects of similar size and scope. C. Statement of Qualifications of Sub-Contractors (maximum 1 single side page per person/topic) Resume of the Project Manager Resume of the On-Site Installation Manager (required) Resume of all Prime Contractor’s other key personnel. Letter of Intent to Partner (maximum 1 single side page) If a Sub-Contractor shall be engaged for the installation, the Submitter shall provide a letter of “Intent to Partner” between the Prime Contractor and the Sub-Contractor, outlining the agreed upon Sub-Contractors Scope of Work and Fee. The letter must state the Prime Contractor and Sub-Contractor have reviewed all the RFP Documents and they understand the total project scope and tasks required to complete the project. The letter shall be signed by authorized officials of both the Prime Contractor and the Sub-Contractor E. Portfolio: Experience with Similar Projects (maximum 12 double-sided pages) Bidder shall provide a maximum of three (3) project examples. At least two (2) of which shall be monument/marquee style signs with digital LED board of similar scope and construction costs. Include a brief description of the project, photos, budget, and timelines. If utilizing sub-Contractors; Provide at least two (2) examples of the sub-Contractors role and experience with monument/marquee style signs with digital LED board of similar scope and construction costs. F. Scope of Work (maximum 2 double sided pages) A description of the Project’s methodology tasks, sub-tasks, and deliverables that will be provided. Provide a statement of any exceptions you take to the RFP Documents, specifications, drawings, materials, methods, or other items that may affect your total cost of the project. G. Project Schedule The Submitter shall reference the Technical Specifications for the Project Schedule and provide a simple graphic bar chart indicating the tasks, milestones and the number of calendar days required to complete the project. Please indicate your company’s workload of other projects scheduled during the same time period. The Submitter may provide alternate timeframes and dates for project, as long as the total quantity of calendar days and end date does not differ from the date of substantial completion indicated in the Technical Specifications.
H. Each Submitter shall include EXHIBIT D: SUBMITTER QUALIFICATION FORM, as part of their submission. This includes a statement of the Submitter's qualifications and their experience record in constructing similar projects. The Submitter/Contractor must be continuously engaged in the fabrication, construction, and installation of similar work for a minimum of five (5) years. The Submitter/Contractor shall warrant and guarantee that only experienced and skilled staff will be employed for this Project and that all items fabricated, constructed, and/or supplied by the Contractor will be in accordance with the RFP Documents, Design Intent Drawings, and Specifications. The Owner shall have the right to take such steps as it deems necessary to determine the ability of the Submitter to fulfil his obligations under the Contract and the bidder shall furnish the Owner all such information and data for this purpose as it may request. The right is reserved to reject any proposal where an investigation of the available evidence or information does not satisfy the Owner that the Submitter is qualified to carry out properly the terms of the Contract. 14. NON-COLLUSION AGREEMENT Each Submitter submitting a proposal to the Owner for any portion of the work contemplated by the documents on which the proposal is based, shall execute and attach EXHIBIT E: NON- COLLUSION AFFIDAVIT substantially in the form herein provided, to the effect that it has not colluded with any other person, firm, or corporation regarding any proposal submitted.
15. BID GUARANTY AND CONTRACT BOND The proposal must be accompanied by a bid guaranty, see EXHIBIT F: BID GUARANTY AND CONTRACT BOND, which shall not be less than five percent (5%) of the proposal’s total price.
The Bid Guaranty and Contract Bond must be accompanied by a Power of Attorney for the surety agent who signs the Bid Guaranty and Contract Bond.
The bid bond shall be secured by a guaranty or Surety Company authorized and qualified to do business in the State of Louisiana. Bids will be considered non-responsive unless accompanied by the required guaranty. The bid guaranty shall insure the execution of the Agreement and the furnishing of the surety bond or bonds by the successful Submitter, all as required by the RFP Documents. 16. PERFORMANCE AND PAYMENT BONDS The successful Submitter/proposal will be required to furnish a one hundred percent (100%) Performance and Payment Bond and a one hundred percent (100%) Labor and Material Bond, each in the full amount of the contract price, in a form acceptable to the Owner. 17. INSURANCE REQUIREMENTS General Requirements Each of the insurance policies maintained by the Contractor for work/services performed under this agreement must be endorsed as follows, in addition to any other requirements: To provide to Lafourche Parish Tourist Commission thirty (30) days written notice of changes in coverage or cancellation in accordance with contract terms. Changes in coverage or cancellation can be cause for termination of contact. For liabilities and indemnities assumed by Contractor under this agreement, Contractor's Insurance policies (except with respect to Worker's Compensation, Professional Liability, and Employer's Liability) shall name Lafourche Parish Tourist Commission and Lafourche Parish Government as additional insured. For liabilities and indemnities assumed by Lafourche Parish Tourist Commission under this agreement, Contractors insurance policies shall provide that the Contractors' insurers waive their rights of subrogation against Lafourche Parish Tourist Commission and Lafourche Parish Government, its elected officials, employees, volunteers, and their insurers. It is understood and agreed that such insurance provided by Contractor shall be primary to and receive no contribution from any insurance maintained by or on behalf of Lafourche Parish Tourist Commission. Lafourche Parish Tourist Commission shall not be responsible or liable for any deductibles, self-insured retentions, and/or premiums of Contractor's insurance. It is further understood and agreed that such insurance provided by Contractor shall not be reduced, voided, waived, or in any other manner limited with respect to Subcontractors. Contractors shall include all Subcontractors as insureds under its policies or shall be responsible for verifying and maintaining the Certificates provided by each subcontractor. Subcontractors shall be subject to all the requirements stated herein. The Agency reserves the right to request copies of Subcontractor's Certificates at any time. Certified Copies of insurance certificates shall be made part of any contract executed. Lafourche Parish Tourist Commission reserves the right to request production of certified copies of all required insurance policies at any time. Any deductibles or self-insured retentions must be declared and approved by Lafourche Parish Tourist Commission to enter into this agreement, and at the option of the Lafourche Parish Tourist Commission either, the Commission shall accept and approve the deductible or self-insured retention, the insurer shall reduce or eliminate such deductibles or self-insured retentions with respect to the Commission, or the vendor shall procure a bond guaranteeing payment for losses and related investigations, claim administration, and defense expense. Insurance is to be placed with insurers with an A. M. Best's Rating or no less than A-VI or higher. This requirement could be waived for workers' compensation coverage only for those vendors whose workers' compensation coverage is placed with companies who participate in the Louisiana Workers' Compensation Corporation. The requirements of this paragraph shall NOT apply to insurance coverages or certificates of insurance submitted by self-insured government entities, including but not limited to the government of the United States of America, the State of Louisiana, any Parish within the State of Louisiana, any city or municipal corporation within the State of Louisiana, any Board, Commission, District or political subdivision of the State of Louisiana or a Parish, or any bona fide educational institution of the State, or any political subdivision thereof. Lafourche Parish Tourist Commission reserves/maintains the right to increase the minimum insurance requirements based on the project specifications. Minimum Insurance Requirements The required limits for coverage are as follows: Workers' Compensation, as required by statute, and Employee's Liability Insurance, $1,000,000.00 limits (per accident/per disease/per employee), covering Contractor's employees engaging in work/services under this agreement in compliance with applicable state, federal and/or maritime laws. Lafourche Parish Government, its elected officials, employees, and volunteers shall be provided with a waiver of subrogation as well as listed as Alternate Employer. Contractor expressly agrees to comply with all provisions of the Workers' Compensation Laws of the state or federal jurisdiction where the work/service is being performed. For work/services performed on or near water, and where applicable, the policy should be endorsed to provide the Harbor Workers' Compensation Act, and/or Maritime Operations coverage, Maritime Employer's Liability Including wages, maintenance and transportation, and coverage for Master and Crews. Automobile Liability Insurance shall have a minimum combined single limit per occurrence of $1,000,000.00. This insurance shall include third party bodily injury and property damage liability for owned, hired, and non-owned vehicles. Architects, Engineers, and other Professionals shall maintain Professional Liability Coverage with minimum limits of $1,000,000.00. The coverage shall extend to all professional subcontractors employed by said Architect, Engineer, and other Professionals. Builder's Risk insurance shall be in an amount equal to the greater of the fully completed project value or the amount of the construction contract including any amendments and shall be upon the entire work included in the contract. The policy provided coverage equivalent to the ISO for number C P 10 20, Broad Form Causes of Loss (extended to, if necessary, to include the perils of wind, earthquake, collapse, vandalism/malicious mischief, and theft, including theft of materials whether or not attached to any structure). The policy must include architects' and engineers' fees necessary to provide plans, specifications, and supervision of work for the repair and/or replacement of property damage caused by a covered peril, not to exceed 10% of the cost of the repair and/or replacement. Commercial General Liability insurance, $1,000,000.00 limit, covering third party bodily injury and property damage to include the following: Premises and operations coverage. Contractual liability covering liabilities assumed under this Agreement. Products and completed operations coverage. Action over/Indemnity buyback. Underground resources liability endorsement (when applicable). Pollution liability coverage (when applicable). Personal and advertising injury liability (when applicable). Aircraft Liability insurance when aircraft (including fixed wing and helicopters) that are owned, rented, or chartered are used in the operation under this agreement. The required limit of liability is $1,000,000.00 combined single limit to include passenger liability. If owned aircraft are utilized, then a waiver of subrogation in favor of Government should also be provided for Hull Damage to the craft. Company will be restricted from flying overpopulated areas. Marine Liability, Charters Legal Liability, and Towers Liability insurance including but not limited to tugs, vessels, or barges that are owned, rented, or chartered and used in the operations under this agreement. The required limit of liability is $10,000,000 which can be provided under a separate, standalone policy or under Contractor's Commercial General Liability or Excess/Umbrella Liability Coverage. Watercraft Hull Damage insurance if owned watercraft are utilized, including a waiver of subrogation in favor of Lafourche Parish Tourist Commission (when applicable). Excess Umbrella insurance may be used to meet the minimum requirements for General Liability and Auto Liability Only. Minimum coverage must total $1,000,000.00. 18. INDEMNITY
The Contractor shall indemnify, defend, and hold harmless the Owner, Parish, Designer, and Engineers their officers, agents, servants, and employees, from and against any and all claims, actions, lawsuits, damages, losses, judgments, liens, and expenses including, but not limited to, reasonable attorney's fees, arising out of or resulting directly or indirectly from the performance of any obligations of the Contractor, its representatives, or their agents or employees set forth under this agreement.
The Contractor agrees to defend, hold harmless, and indemnify the Owner, Parish, Designer, and Engineers their officers, servants, and employees, from and against any and all claims, actions, lawsuits, damages, losses, judgments, liens, and expenses including, but not limited to, reasonable attorney's fees, arising out of negligence, gross negligence, and/or willful acts of the Submitter and Contractor or any of its sub-Contractors in the performance of the services under this agreement. 19. TAXES Proposals should not include federal, state, or local sales taxes. The Owner is exempt from payment of any such taxes. The Owner is also exempt from transportation taxes when goods are consigned to the Owner. Tax exemption certificates will be furnished by the Owners Accounts Payable upon satisfactory proof of delivery to the Owner. Shipments should be consigned to the Owner in care of the Contractor.
20. REJECTION: AVAILABILITY OF FUNDS This RFP is released for submissions with the intention of awarding a contract as a result of the proposal. Any and all awards and actual contract execution by the Owner is contingent upon availability of appropriated funds. In the event that funding is not available at the time of award and/or execution of the contract the Owner reserves the right to cancel the RFP.
21. ADDITIONAL INFORMATION A. General Conditions of Contract Documents All project costs related to the requirements of the General Conditions identified in the Technical Specifications shall be included in the Submitters total project cost, as submitted on their completed EXHIBIT G: BID PRICING FORM. B. Warranty Contractors warranty period: contractor shall provide a warranty of at least three (3) years from date of completion, for all workmanship associated with the fabrication and installation of the sign system this includes, but is not limited to the following: the panels, footers, sign faces, materials, mounting methods, and fasteners shall be free of defects, including but not limited to; scaling, peeling, fading, warping, vinyl shrinking, adhesion, welds, structural integrity, corrosion, or mechanical fastener failure. Product and manufacturers warranties: Contractor shall pass on to the Owner and honor all associated third-party product warranties, including, but not limited to vinyl sheeting (reflective and non-reflective), inks, vinyl overlays, paint, LED boards, coatings, and hardware. Warranty period commencement: warranty period begins upon the date the Owner provides a written acceptance of the finished product. C. Liquidated Damages Liquidated damages are a penalty paid by the contractor to the Owner for non-completion of work by the agreed upon project end date. The Owner shall charge a liquidated damages penalty against the contractor for work not completed within the 90% substantial completion timeframe and/or the agreed upon final project deadline. The amount of the liquidated damages penalty shall be according to the Owner/Contractor contract. It is anticipated that liquidated damages for this project shall be based on the following values:
total contract $1 - $499,999 penalty $ 500 per day total contract: $500,000 - $749,999 penalty $ 750 per day total contract: $750,000 - $999,999 penalty $ 1,000 per day total contract: 1,000,000 or more penalty $ 1,500 per day D. Use of Designer Drawings The Design Intent Drawings, specifications, and files are meant for RFP and design intent only and are not for construction. Contractor shall verify and be responsible for all final drawings, dimensions, and conditions of the job, including proper orientation of graphic layouts, panel shapes, brackets, LED display, and mounting methods. E. Basis for Design The Contractor shall maintain the basis of design as presented in the provided New Sign Design Intent Drawings and shall remain responsible for the development of the final means and methods necessary to build a structurally sound and approved sign and the related installation of the proposed sign. F. Limits of Designer It is understood by the Contractor that the Designer is not a licensed Engineer or Architect, and that responsibility for the interpretation of Design Intent Drawings and engineering of all work performed under this contract to yield an effective, structurally sound and safe product is the responsibility of the Contractor. G. Sign Copy and Graphic Layouts. All sign and graphic layouts shall be proofread and approved by the Owner prior to production. Contractor shall be responsible for replacing all sign panels, LED panels, or other elements that did not receive an approval signature from the Owner prior to fabrication. H. Clean-Up The Contractor shall keep the work and the entire work sites safe, clean, and reasonably free from trash or debris at all times. The Contractor shall arrange for prompt removal and legal disposal of all rubbish, packing materials, scrap, rubble, and other waste material from the work sites. Flammable materials and chemicals or other hazardous substances will be removed from the work sites at the end of each day, or when they are no longer needed at the work sites, whichever comes first. As soon as practicable after final completion, the Contractor shall remove all of its project offices, equipment, tools, temporary fences, barriers, scaffolding, and other material from the work sites, and leave the work sites broom clean and free of all construction-related debris or trash. 22. SELECTION CRITERIA All submissions to the RFP will be evaluated according to the following criteria and corresponding point system. Qualification statements will be evaluated on the basis of written materials. Sufficient information must be included in the proposals to ensure that the correct number of points is assigned. Incomplete or incorrect information may result in a lower score. Price (Max 35 points) Total cost of fabrication and installation Cost-effectiveness compared to competitors Transparency and clarity in pricing breakdown Experience & Qualifications (Max 20 points) Relevant past projects, especially monument/marquee-style signs with LED screens Maximum of three (3) project examples required, at least two (2) of which must be monument/marquee-style signs with LED screens Experience in construction of signage (minimum of five ‘5’ years required) Valid Louisiana Contractor’s License and good standing with the state Proposed Design & Technical Approach (Max 15 points) Adherence to specifications outlined in the RFP Quality and durability of materials Feasibility of the design and engineering considerations Timeline & Project Schedule (Max 10 points) Ability to meet project deadlines Realistic and detailed project timeline Contingency planning for delays References & Past Performance (Max 10 points) Client testimonials or reference checks Demonstrated success in completing similar projects on time and within budget Quality of workmanship in previous projects Compliance & Warranty (Max 10 points) Compliance with all local, state, and federal regulations Warranty period and coverage for the sign and installation Maintenance and service options Maximum Total Points: 100
