Calibration of Lab Equipment at the FSIS Eastern Lab

This contract establishes a firm fixed price maintenance agreement for the annual calibration of 30 laboratory centrifuges, 5 vortex shakers, and 1 tachometer at the FSIS Eastern Laboratory in Athens, Georgia. The procurement is structured as a total small business set-aside under FAR 19.5, with eligibility extended to small businesses, HUBZone small businesses, and service-disabled veteran-owned small businesses. The base performance period runs from September 3, 2026, to September 2, 2027, with three one-year option periods extending the contract through September 2, 2030, and a potential six-month extension available under FAR 52.217-8. Offerors must submit detailed pricing for the entire contract lifecycle—including base and all option years—using the prescribed Calibration Pricing spreadsheet, with prices required to remain firm for 90 days after submission. The evaluation will follow a Lowest Price Technically Acceptable (LPTA) process, where only the lowest-priced offer that meets mandatory technical acceptability and acceptable or neutral past performance criteria will be considered for award. All work must be performed by precision measurement-trained and certified personnel, with documentation of relevant certifications subject to verification by the Contracting Officer’s Representative (COR). The contractor is required to submit a tentative calibration schedule within 15 days of award and provide comprehensive documentation of each calibration event prior to leaving the site. Facility access requires advance notification of personnel names and arrival times, with all staff needing valid photo identification. Security protocols mandate compliance with USDA’s Risk Management Framework for any information systems involved, and contractors must safeguard sensitive information—defined as privately developed or restricted government data—from unauthorized use, disclosure, or competitive misuse. Contractors are also bound by representations and certifications under numerous FAR and AGAR clauses, including anti-discrimination, trafficking in persons, whistleblower protections, and compliance with Executive Orders 14168 and 14173, which are deemed material to payment. Invoicing occurs upon completion of services, and the Contracting Officer holds exclusive authority over contractual decisions, while the COR acts solely in a technical oversight capacity.
