Full Description
N0016426SNBXX REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT Calibration services for a diverse inventory of Test, Measurement, and Diagnostic Equipment (TMDE) PSC J052, J066, H266, H366 NAICS 541380, 811219
1.0 Objective & Background
This Request for Information (RFI) / Sources Sought (SS) notice is issued by the Naval Surface Warfare Center (NSWC), Crane Division Contracting Department, Crane, IN. The NSWC Crane Contracting Department is conducting market research to identify potential industry partners capable of providing comprehensive calibration services in accordance with OPNAV 3960.16 for a diverse inventory of Test, Measurement, and Diagnostic Equipment (TMDE).
Currently, NSWC Crane utilizes organic support in combination with a SeaPort Task Order and a Blanket Purchase Agreement (BPA) for calibration of TMDE for navy programs at NSWC Crane. The Government is exploring the feasibility of consolidating these requirements into a single, multi-year contract (e.g., Base Year plus Option Years). The primary objective of this market research is to determine if industry is interested in running the calibration program in accordance with the OPNAV 3960.16 at the contractor's own facility or government owned contractor ran facility.
The Government is seeking capability statements regarding the calibration of approximately 2,700 unique TMDE types and ~7,000 total TMDE assets annually to ensure operational readiness and strict compliance with technical standards.
2.0 Acquisition Strategy & Disclaimer
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is for planning purposes only and does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. The information provided in the RFI is subject to change and is not binding on the Government. The Navy has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
Information gathered from this market research will directly inform the Government's future acquisition strategy, including the determination of contract type, the feasibility of consolidating these calibration services, and the viability of shifting the primary place of performance to contractor-owned facilities.
