The REC performs routine inspections of erosion and sediment control measures, scoring performance on a letter-grade scale from A to F based on Form OOC61/QA-1. The contract requires full adherence to federal and state labor, procurement, and compliance standards, including compliance with the Davis-Bacon Act and Contract Work Hours and Safety Standards Act where applicable, and prevailing wage rates as specified by Baltimore County.
