The U.S. Mission to Cambodia’s Public Affairs Section is inviting proposals for a program aimed at empowering Cambodian youth to combat the spread of misinformation and disinformation, particularly on Facebook, which dominates the country’s digital landscape. The initiative focuses on equipping young people with the skills to “Stop, Reflect, and Verify” information before sharing it, addressing the rise of unethical news sites, paid bloggers, and deceptive videos that mimic legitimate journalism. The project will consist of three core components: in-person train-the-trainers sessions to build local capacity, an online training module for scalable reach, and a social media campaign to amplify awareness and engagement. All proposed activities must include a clear connection to American cultural elements, expertise, or institutions to foster greater understanding of U.S. policy and perspectives. The program seeks to strengthen respect for human rights, especially freedom of expression and a free press, by enhancing media literacy and critical thinking among Cambodian youth. Proposals should align with the stated goals and follow the submission guidelines provided, with inquiries directed to Amparo Garcia Grantor at pasexchanges@state.gov. The opportunity was posted on August 9, 2022, under the title “Call for Proposals – Workshops to Stop the Spread of mis/disinformation,” and is part of a broader effort by the Department of State to support digital resilience and informed civic participation.

This is a Public Affairs Section’s small grant opportunity, outlining our funding priorities, the strategic themes we focus on, and the procedures for submitting requests for funding. All programs must include an American cultural element, or connection with American expert/s, organization/s, or institution/s in a specific field that will promote increased understanding of U.S. policy and perspectives. Please carefully follow the instructions below.

  • Project Description:  PAS Phnom Penh proposes a program to teach Cambodian youth to stop the spread of misinformation and disinformation online, especially on Facebook, the country’s leading social media platform. Unethical news sites, paid bloggers, and sophisticated videos masquerading as legitimate news have found fertile ground on Facebook in Cambodia. The project will help young Cambodians to “Stop, Reflect, and Verify” before sharing information online. The program will have three components: in-person train-the-trainers (ToT) sessions, an online training module, and social media promotion.
  • The project to counter misinformation and disinformation will increase respect for human rights and fundamental freedoms, especially the freedom of expression and the press, by increasing the participants’ media literacy and their capacity to verify sources of information.
