Call for Solution - Composite Print Capability

The U.S. Army Aviation and Missile Command, through the Army Contracting Command – Redstone Arsenal, is seeking innovative Advanced Manufacturing Composite Print Capability solutions via Commercial Solutions Opening procedures under Army Open Solicitation W9128Z-25-S-A002 to address critical readiness gaps at Corpus Christi Army Depot. The objective is to integrate a high-performance composite 3D printing system capable of fabricating Original Equipment Manufacturer-quality parts, tools, jigs, fixtures, and ground support equipment using aerospace-grade fiber-reinforced super-polymers including Nylon White, Carbon Fiber, Fiberglass, Aramide Fiber (Kevlar®), and HSHT Fiberglass. The required printer must feature a build envelope of 20.7 x 15.7 x 15.7 inches with actively heated build chambers, liquid-cooled extrusion systems, and ultra-high temperature print heads. The solution must include onsite installation with heavy equipment handling, operating software, warranties, on-demand technical support, feedstock, preventative maintenance, repair, and up to four days of training for five personnel. The contract will be awarded as a Firm-Fixed-Price instrument under FAR Part 12 or potentially as a non-FAR Other Transaction agreement under DFARS 212.70. All offerors must possess a valid Unique Entity ID and maintain an active SAM registration, comply with personal identity verification requirements per FAR 52.204-9, and submit an Organizational Conflict of Interest analysis consistent with FAR 9.5 and recent GAO and Court of Federal Claims decisions. The solicitation employs a three-phase evaluation process beginning with a Phase 1 Solution Brief limited to five pages or fifteen slides, due by June 30, 2026, at 12:00 PM Central Standard Time, with questions due by June 24, 2026, at 12:00 PM CDT. Proposals are evaluated on Technical Merit and Relevance, Innovation and Uniqueness, Company Viability, and Price and Affordability, with non-cost factors being significantly more important than price.
