Call for Solutions for Advanced Manufacturing Metal Printer Capability

The U.S. Army Aviation and Missile Command, through the Army Contracting Command – Redstone Arsenal, is seeking innovative solutions for the integration of an Advanced Manufacturing Laser Powder Bed Fusion metal printer at the Corpus Christi Army Depot in Texas to address supply chain challenges and enhance readiness by rapidly fabricating OEM-quality parts, tools, jigs, fixtures, and ground support equipment. This effort is issued under the Army Open Solicitation W9128Z-25-S-A002 via a Commercial Solutions Opening (CSO) procedure under DFARS subpart 212.70 and is governed by FAR Part 12 as a Firm-Fixed-Price contract, though awards may also be made using non-FAR mechanisms such as Other Transactions. The required system must feature a 245 x 245 x 325 mm build envelope, a 400W to 1kW dual-laser system with full overlap, and the capability to print Ti6Al4v ELI Grade 23 titanium alloy. The full solution includes ancillary equipment such as wet separators, sieve stations, build plates, re-coater blades, transformers, UPS systems, and electrical lifting trolleys, along with comprehensive professional services: shipping, onsite installation, Site Acceptance Testing, operator training for up to four personnel, and a total four-year warranty (one standard year plus a required three-year extension). On-demand technical support must be available Monday through Friday with a first-line on-site response no later than 48 hours. Proposals must be submitted in three phases: a five-page Solution Brief due by July 14, 2026, followed by optional Pitch and detailed Solution Proposal phases for selected respondents. Evaluation is based on Technical Merit and Relevance, Innovation and Uniqueness, Company Viability, and Price and Affordability, with non-cost factors being significantly more important than price. Offerors must be registered in SAM.gov with a valid UEI and CAGE code, be determined responsible, and not be suspended or debarred. A detailed Organizational Conflict of Interest analysis must be submitted and incorporated into any resulting contract alongside an OCI Mitigation Plan if conflicts are identified.
