The U.S. Army Contracting Command – Redstone Arsenal, acting on behalf of the Office of the Under Secretary of War for Acquisition and Sustainment, is issuing a Call for Solutions under Commercial Solutions Opening authority (10 U.S.C. § 3458) to identify and rapidly acquire portable electronic conspicuity devices capable of broadcasting on the 978 MHz Universal Access Transceiver frequency. The objective is to enhance airspace safety for low-flying military aircraft by enabling real-time deconfliction with unmanned aircraft systems while ensuring operational security through configurable anonymity—specifically the ability to mask sensitive identifiers like tail numbers. This initiative is not a traditional procurement but a competitive, non-traditional solicitation designed to foster innovation from commercial vendors, aligning with Department of Defense goals for secure and efficient airspace integration. Responses must be submitted as a concise whitepaper of no more than four pages or fifteen slides, containing company information, solution overview, technical capabilities, implementation approach, past experience, and high-level cost structure. All submissions are due by July 10, 2026, and will be evaluated on a rolling basis with no guarantee of award. Offerors must possess an active Unique Entity ID and approved CAGE code through SAM.gov and strictly comply with NIST SP 800-171 cybersecurity standards. Proposals must include an Organizational Conflict of Interest analysis and mitigation plan if any conflicts are identified, and all submitted materials become government property upon receipt. Proprietary information must be clearly marked but minimized, and classified content is prohibited. The Government will not reimburse any costs associated with developing or submitting a response. Technical evaluation prioritizes the device’s ability to broadcast anonymously on 978 MHz UAT while seamlessly integrating with FAA and DoD air traffic systems, followed by feasibility of implementation and overall cost structure. Awards, if made, will be based on a trade-off analysis rather than lowest price, and are contingent upon mission requirements and available funding. The place of performance is Redstone Arsenal, Alabama, and submissions must be sent via email to designated points of contact with a specified subject line format. No formal contract clauses, packaging requirements, payment instructions, or delivery schedules are defined at this stage; this solicitation serves as a gateway for potential future procurement actions following successful technical assessment.
