Call for Solutions Portable Phased Array Ultrasonic Flaw Detection Capability

The U.S. Army Contracting Command – Redstone Arsenal, on behalf of the Aviation and Missile Command, is seeking innovative solutions through Army Open Solicitation W9128Z-25-S-A002 to deliver a portable phased array ultrasonic flaw detection system for immediate integration at Corpus Christi Army Depot. The goal is to modernize non-destructive evaluation capabilities for advanced manufacturing components and repaired aviation parts, directly supporting Army Materiel Maintenance Policy under AR 750-1 to extend weapon system life cycles and ensure warfighter readiness. The system must be ruggedized to MIL-STD-810G standards, achieve an IP65 ingress protection rating, weigh no more than six kilograms, operate within a -10°C to 45°C temperature range, and support PAUT, TOFD, TFM, and PCI inspection techniques with a 64:128 channel configuration. It must include dual hot-swappable batteries providing at least five hours of operation, a 10-inch high-resolution touchscreen, ≥1TB of SSD storage, Wi-Fi 6E and Bluetooth 5.3 connectivity, and an open-code API for enterprise integration, all packaged with a supplemental probe and wedge set and delivered as a turnkey solution with a full three-year warranty and on-demand technical support. Submissions are evaluated in a three-phase process—Solution Brief, Pitch, and Proposal—with the initial Solution Brief limited to five pages or 15 slides and due by July 9, 2026, at 12:00 PM Central Time. The evaluation prioritizes technical merit and relevance above all other factors, followed by innovation, company viability, and affordability, with the award based on best value, not lowest price technically acceptable. Offerors must be registered in SAM.gov with a valid UEI and CAGE code and submit an Affirmation of Business Status Certification, an Intellectual Property Statement, and an Organizational Conflict of Interest analysis. All contractor personnel must comply with AT Level I, OPSEC, and PIV requirements, complete mandatory training within 30 days of access, and meet DoD facility security standards. Deliveries are required at CCAD, Texas, within three months of award, with all shipping costs borne by the contractor, and invoicing must be processed through WAWF.
