The Department of Defense, through an Army sub-command, is seeking industry input via a Request for Information (RFI) titled "Call to Industry: Commercial Software RFI" to identify additional commercial software providers that can enhance Army enterprise capabilities. The objective is to establish a single indefinite delivery, indefinite quantity (IDIQ) enterprise contract vehicle to streamline acquisition processes, reduce administrative and operational costs, and avoid the complexities of managing multiple contracts. This streamlined approach aims to promote competition, enable volume-based purchasing, eliminate unnecessary reseller fees, and ensure cost-effective delivery of proven commercial software solutions that support military readiness and operational efficiency. Respondents are requested to provide details on whether they currently sell commercial software products to the government through multiple contracts or indirect methods, including a list of relevant contract or agreement numbers. Responses must include company information such as contact details and be submitted by the close of business on January 23, 2026. This RFI is solely for planning and informational purposes and does not constitute a solicitation or a commitment to award a contract. The Army emphasizes transparency regarding proprietary information and clarifies that responses will become government property without reimbursement for response-related expenses. Call to Industry: Commercial Software RFI

Background

The Army is currently leveraging several enterprise contracts with leading commercial providers and actively seeking to identify and engage additional commercial companies to further enhance Army enterprise capabilities.

The Enterprise Contract is the most cost-effective and efficient solution to address administrative, financial, and operational costs and establish a single IDIQ contract vehicle for all future needs, avoiding the complexities and overhead of multiple individual contracts.

The Army remains committed to rigorously assessing contract requirements and driving robust competition—ensuring that innovative solutions and exceptional value are consistently delivered for both the government and the American taxpayer. Strategic sourcing through company direct enterprise contracts helps to ensure users are not overbuying on capacity and/or duplicating purchases unnecessarily, ensuring efficient spending and accelerating the delivery of proven commercial software to warfighters. This approach reduces administrative costs through volume-based buying while also removing contract and reseller passthrough fees. Utilizing enterprise contracts allows the Army to strengthen military readiness, improve operational efficiency, and deliver substantial cost savings across the enterprise.
