DESCRIPTION: For specialized camera equipment (modified camera body, lens, and filters) to photograph NARA records in the ultraviolet (UV) and infrared (IR) spectrum in addition to the visible (VIS) spectrum. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 88310323Q00140 and is issued as a Request for Quote (RFQ) in accordance to FAR 52.211-6 Brand Name or Equal. This request does not commit the Government to pay any costs incurred in the preparation or the submission of this proposal or to contract for supplies or services. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05 effective March 10, 2021. This is a fixed price Contract, requirement under NAICS 811210, Stationary Product Manufacturing. This Contract is a fixed price Contract. It is the Vendor's responsibility to ensure that NARA is not provided counterfeit or grey (gray) market products. In the event that such information technology (IT) products are determined to be counterfeit or grey (gray) market, NARA will seek all available legal remedies including criminal prosecution. Counterfeit information technology product means any item of IT, including hardware and software that is an unauthorized copy, replica, or substitute. As a result, manufacturers will not honor associated warranties and service agreements. In an effort to ensure NARA is receiving new, approved Original Equipment Manufacturer (OEM) items and will receive the benefits of any warranties or other manufacturer guarantees, NARA requires vendors to submit with its quotation, proof in writing from the OEM of its status as a current authorized/certified OEM reseller/servicer. Unauthorized resellers/servicers of OEM products quoted will not be considered for award. NARA will verify with the manufacturer that the vendor is a current authorized reseller/servicer for the products specified herein. Any issues with the information provided by the manufacturer to the Government about the grey market status of the items must be addressed by the vendor to the manufacturer. The Government will immediately cancel any order based on the quotation of grey market items. Vendors are reminded that delivery orders are required to be compliant with the Trade Agreements Act and to ensure compliance, NARA requests that vendors submit the country of production of any quoted items. For this requirement, the item(s) listed in CLIN 0001 through 0009 must be from a Trade Agreement Act (TAA) country of production.
