Camera System Replacement and Related Services

The Jefferson County Clerk's Office is soliciting proposals under RFP 270052 for a qualified firm to replace approximately 200 interior and exterior video surveillance cameras. The scope of work includes the removal of existing equipment, the installation of up to 16 new cable runs, and the configuration of recording appliances and storage. The selected contractor must provide comprehensive system testing, user training, and ongoing technical support. A critical requirement of the project is strict adherence to Kentucky and federal election record retention laws, specifically KRS 117.295 and 52 U.S.C. sec. 20701, which mandate 60 consecutive days of continuous recording capacity and a 22-month retention period for covered federal election records. The system must also support the Kentucky Open Records Act and include capabilities for placing footage on preservation hold and exporting data in usable formats. Proposers must demonstrate experience with networked surveillance systems of comparable scale and provide three public entity references. Submissions must include a transparent, itemized pricing structure covering one-time equipment and installation costs, as well as recurring license, subscription, and maintenance fees. Additionally, firms must submit a Vendor Information form, a current IRS Form W-9, and certifications regarding minimum wage and local vendor preferences. The contract includes standard clauses for termination for convenience or cause, indemnification, and non-appropriation of funds.
