Camp Maxey Roof Replacement

The Texas Military Department is seeking competitive sealed bids for the replacement of the aging roof at Building 1 of Camp Maxey, located at 6351 US 271 N, Powderly, TX 75473. The project involves complete removal and disposal of the existing asphalt roof surface, lightweight insulated concrete, and gravel surfacing, followed by structural repairs to the decking and installation of a new roofing system. The new system includes a 1/2-inch high-density ISO cover board fully adhered with low-rise foam, a 60-mil TPO membrane covering the entire upper roof area with fully adhered TPO flashing on all walls and curbs, new pipe penetrations with TPO wrap, 1/2-inch perimeter plywood, 24-gauge TPO-coated metal drip edge, and new pre-finished metal counterflashing, gutters, and downspouts. The lower roof section requires similar demolition and replacement activities. All work must be performed Monday through Friday between 6:30 a.m. and 5:00 p.m., and the contractor is responsible for providing all labor, tools, equipment, materials, and consumables on a turnkey, not-to-exceed basis. The estimated contract value is $175,000, and bids must comply with the Buy American Act and prevailing wage requirements under Texas Government Code § 2258. Bids must be submitted no later than 1:00 p.m. CST on June 30, 2026, to Camp Mabry, Building 37, Austin, TX 78703. Mandatory attendance at one of two site visits scheduled for June 1, 2026, at 8:00 a.m. or 1:00 p.m. CST is required for bid eligibility, and failure to attend results in automatic disqualification. The contract requires full compliance with federal and state laws, including equal employment opportunity, OSHA safety standards, and Texas’s Prompt Payment Act, with electronic funds transfer strongly preferred for payments. Contractors must submit detailed documentation including a Texas Identification Number, Certificate of Existence from the Texas Secretary of State, and Certificate of Account Status from the Comptroller of Public Accounts, along with proof
