CAN AM Utility Vehicles

The Department of Veterans Affairs is seeking two new Can-Am Defender DPS cabs in Compass Green color for use at the VAMC in Huntington, West Virginia, under solicitation 36C24526Q0569. Each vehicle must be equipped with a hard cab canopy, deluxe sport roof and doors, power windows and locks, rear glass window, flip windshield, windshield wiper kit, defrost heat ventilation, integrated heating and ventilation with optional AC142, a digital gauge display, and a vinyl bench seat for three with headrests. The vehicles must feature the HD9 Rotax 976cc V-twin engine producing 65 horsepower and 59 lb-ft of torque, paired with a Pro Torque continuously variable transmission, four-wheel drive, and 12-inch suspension travel front and rear with sturdy tires and brakes designed for rough terrain. Additional equipment includes a 12V electrical outlet with a 30 Ah battery and 650 W stator, a trailer hitch ball mount and rear hitch receiver with a 2500 lb tow capacity, and a Can-Am HD 4500 lb winch complete with winch harness and wireless remote. All vehicles must be delivered within 14 days of contract award to the specified delivery location at 1540 Spring Valley Drive, Huntington, WV 25704. The solicitation requires compliance with detailed technical specifications, and offerors must provide descriptive literature proving their product meets or exceeds the brand-name requirements, with equivalent configurations also acceptable. The contract is structured as a firm-fixed-price agreement with a base performance period from June 30, 2026 to May 29, 2027. Offerors must be certified Service-Disabled Veteran-Owned Small Businesses listed in the SBA database and meet size standards under NAICS code 336110 for automobile and light duty motor vehicle manufacturing. Contractors must comply with federal laws including prohibitions on kickbacks, procurement integrity, contract work hours and safety standards, and Fly American provisions, as well as VA-specific regulations and the limitations on subcontracting rules.
