AI Contract Overview
The Naval Air Warfare Center Aircraft Division is soliciting a Firm Fixed Price contract for Peculiar Support Equipment (PSE) to support O-level maintenance operations for the CH-53K aircraft under both the U.S. Marine Corps and Foreign Military Sales Program for Israel. This 100% Small Business Set-Aside solicitation, identified as N68335-26-R-1028, requires the delivery of a defined set of sling and pin assembly components, with specific items like PN 4158AS1530-1 being the sole required assembly and not the broader PN 4158KS1530-1 kit. All deliveries must adhere to strict packaging and marking standards including MIL-STD-129 for shipping containers and MIL-STD-130N for Unique Item Identification using a 2D Data Matrix barcode, with wood packaging materials compliant with ISPM 15:2009. Items must be preserved to prevent corrosion, moisture, and physical degradation during storage and transport and undergo final Government inspection and acceptance, with domestic items accepted at the Lakehurst staging facility and FMS items at the origin. The technical data package contains Controlled Unclassified Information and is subject to strict export controls; offerors must possess both a certified DD Form 2345 and current CMMC Level 2 certification to access drawings, which will be delivered via the DoD SAFE website. Offerors must maintain AS9100D certification and comply with all applicable FAR and DFARS clauses, including the newly added 52.222-90 on DEI discrimination. The solicitation follows a Lowest Price Technically Acceptable evaluation method with no trade-offs; proposals must be technically and past performance acceptable to be considered, with price as the decisive factor. All submissions must be submitted electronically by June 1, 2026, in three labeled volumes—Technical, Past Performance, and Price—with specific formatting requirements, file types, and naming conventions. Access to solicitation documents requires submission of CMMC and DD Form 2345 certification to the designated point of contact, and late submissions or incomplete documentation will not be considered.
