The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to solicit and negotiate on a limited competition basis with authorized distributors of Columbus Jack (CAGE: 00994) 1 Air Cargo PKWY E Swanton, Ohio 43558 for the manufacture and production of the Aircraft On Ground (AOG) Axle Jack, P/N: 9440-010 in support of the Royal Australian Air Force (RAAF) P-8A Poseidon program



The Government intends to procure the above items under the statutory authority of Title 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."; therefore, a solicitation is not available for this procurement. Due to the proprietary nature of the system, for which Columbus Jack is the Original Equipment Manufacturer and exclusive data rights holder, only authorized distributors of Columbus Jack are capable of meeting the Government’s requirements. As a result, competition will be limited to those authorized sources. Accordingly, a formal solicitation will not be issued for this procurement.



This notification is not a request for competitive proposals. However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Information provided herein is subject to change and in no way binds the Government to solicit for an award of a contract.
