This solicitation, issued by NAVSUP Weapon Systems Support under solicitation number N0038326QLA80, seeks new manufactured spare parts for shipping and storage containers, identified by NIIN 002609562 and part number 8286-PI07/P069-4, through competitive procedures. The award will be restricted to government-approved sources only, and offerors must comply with the NAVSUP WSS Source Approval Brochure requirements, submitting all necessary documentation to qualify. Proposals must be submitted as a single document containing both price and non-price factors, with unit prices required to be firm fixed price per CLIN and tiered pricing explicitly excluded. Offers are due by 2:00 PM EST on June 5, 2026, and must be emailed to Katlyn M. Galetto; proposals received after this deadline will be rejected, and all offers must remain valid for at least 120 days. If only one offer is received, the process will shift to sole source negotiations. The contract is firm fixed price, with delivery terms specifying FOB Destination to be made to the designated TAC2 shipping address in Philadelphia, Pennsylvania. Packaging and marking must fully comply with MIL-STD-2073-1 and MIL-STD-129, including specific labeling, barrier materials, pallet standards, wood packaging compliance under ISPM-15, and Unique Item Identification (UII) data submission to the DoD IUID Registry per DFARS 252.211-7003. Contractors are obligated to conform to DFARS 252.204-7012, implementing NIST SP 800-171 security controls to safeguard covered defense information and report cyber incidents within 72 hours. First article testing is required to verify conformance with drawing P069-4, and all supplies must meet applicable preservation, cleaning, and hazardous materials standards
