Canals, Roadside Ditches and Off System Mowing Services

Hillsborough County is soliciting competitive sealed bids under ITB-26-00431 for experienced contractors to provide ongoing and as-needed mowing, cleaning, and maintenance services for canals, roadside ditches, and off-system areas. The contract is for a three-year period with an estimated project value of $385,950.00. Award will be granted to the lowest responsive and responsible bidder who submits a complete offer for all line items. Performance must be completed within 14 days of receiving a purchase order, and the contractor is required to adhere to FDOT guidelines for roadside vegetation management, ensuring a clean, sharp cut with cutting heights between 4 and 12 inches. Specialized equipment is required for slopes steeper than 3:1. Contractors must comply with several regulatory and administrative requirements, including the Florida Department of Homeland Security's IMAGE program and E-Verify for employment eligibility. Mandatory insurance coverages include Commercial General Liability with a minimum of $1 million per occurrence, as well as Automobile Liability and Workers' Compensation. Bidders must also provide a Drug-Free Workplace Certification and a Substitute W-9 form for tax identification. Payments are processed via ACH direct deposit, with the County paying approved itemized invoices within 30 days of approval by the Project Manager.
