The Department of Veterans Affairs, through the Canandaigua VAMC, is seeking quotes from qualified Service-Disabled Veteran Owned Small Businesses (SDVOSB) for the procurement of brand name ceiling lifts, strictly adhering to the specifications outlined in the attached documents. This solicitation emphasizes that only new, original equipment manufacturer (OEM) items are acceptable, explicitly excluding used, refurbished, remanufactured, or gray market products. Vendors must be authorized dealers, distributors, or resellers verified by appropriate documentation, and all submissions must include registration details with SBA Vet Cert and SAM.gov, along with SAM UEI numbers and a completed Limitations on Subcontracting form. The deadline for responses is June 16, 2025, at 12:00 PM EST, with submissions required via email to LaTriece Bruce; telephone inquiries are not permitted. The evaluation process will consider multiple factors beyond price, including technical conformity to specifications, delivery schedule, past performance, and overall benefit to the government, with the possibility of selecting a quote that offers additional benefits even if it is not the lowest price. The government reserves the right to award based on the most advantageous offer, and responses must meet all minimum requirements without offering alternatives. The contract will be awarded through a competitive process under FAR provisions, with the final decision based on a comparative evaluation of all conforming quotations. The procurement is set aside specifically for SDVOSB vendors, and all contractual and statutory clauses outlined in the referenced FAR clauses will be incorporated into the final agreement.
