The purpose of this notice is to notify offerors of the cancellation of the Women’s Health Quality Improvement (WHQI) solicitation HT001124R0042.


In accordance with Revolutionary FAR Overhaul (RFO) 15.201(b)(6), the Source Selection Authority (SSA) has decided to reject all proposals received in response to this solicitation. This decision is being made after determining that no proposal meets the Government’s solicited requirements and contains significant deficiencies that cannot be resolved through meaningful discussions and/or revised proposal submissions.


After careful review and consideration, the SSA has determined it is in its best interest to cancel the WHQI solicitation and no award will result from this solicitation. This action is being taken to allow the Defense Health Agency (DHA) Medical Affairs, Clinical Support Division to re-assess its requirements and acquisition strategy to ensure the resulting procurement will best meet the scope and objectives of the requirement, while improving competition or outcomes.


DHA appreciates the time and significant resources that industry has invested in preparing responses to this solicitation.  Should DHA decide to issue a new solicitation, it will be announced via the System for Award Management (SAM.gov) website.  All interested parties should monitor SAM.gov for any future announcements regarding this requirement.  All inquiries related to this action should be directed to the Contracting Officer or Contract Specialist.
