This combined synopsis/solicitation is cancelled. The Southeast Food and Feed Laboratory (SFFL) is a full-service facility capable of performing a broad spectrum of analyses. The Microbiological Sciences Branch is the largest of the three branches that comprise SFFL. The branch is responsible for conducting Allergen testing for regulatory and consumer complaint samples. Most of the analyses rely on the use of the Tecan plate reader. Currently, the Microbiological Sciences Branch needs a replacement plate reader for older obsolete Tecan model which was acquired from the Chemistry Branch. The manufacturer no longer supports calibration of the instrument. In order to continue to meet quality standards, The Microbiology Branch must acquire a new plate reader which can be calibrated with a multi-check quality control test plate. The Government intends to issue a firm fixed-price purchase order as result of this solicitation. Please see the attached RFQ for complete requirement details and quotation submission instructions.

This acquisition is exclusively set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns under NAICS code 541611. The contract has a maximum ceiling of 50 million dollars with a guaranteed minimum of 10,000 dollars. The anticipated period of performance consists of five 12-month ordering periods from December 1, 2026, through November 30, 2031, with an additional six-month option to extend services through May 31, 2032. The contract will support various task order types, including Time-and-Materials, Labor-Hour, and Firm-Fixed Price. The scope of work requires the contractor to manage an offsite document control facility to standardize records management and transition the agency toward a near 100 percent electronic environment for premarket and postmarket submissions. Key task areas include program management, document processing, scanning, data entry, tracking, temporary storage, and transition activities. Performance will primarily occur at FDA facilities in the Washington, D.C. metropolitan area, specifically within Maryland. Award will be made on a Lowest Price-Technically Acceptable (LPTA) basis, evaluating technical factors and past performance on an acceptable or unacceptable basis.
