Design and Construction of Levee Access Manholes for Fairfax-Jersey Creek Levee Unit (Kansas City, Kansas)
Solicitation # W912DQ26RA065
The U.S. Army Corps of Engineers, Kansas City District, is soliciting design-build construction services for the installation of access manholes at the Fairfax-Jersey Creek Levee Unit on the Missouri River in Kansas City, Kansas. The project scope involves designing and constructing manholes, with estimated depths between 10 and 25 feet, to facilitate the video inspection of approximately 27,000 feet of existing perforated corrugated metal seepage collector pipe. To maintain levee integrity, the government strictly prohibits invasive mass excavation methods such as trenching, requiring the use of minimally invasive excavation techniques. Key deliverables include a Drilling and Invasive Program Plan approved by a licensed professional engineer or geologist, temporary flood protection plans, and final as-built drawings. This is a firm-fixed-price contract with an estimated magnitude between $1,000,000 and $5,000,000, though the total award amount shall not exceed $3,400,000. The acquisition is categorized under NAICS code 237990 with a small business size standard of $45 million. The selection process is conducted in two phases; Phase 1 focuses on qualifications and technical approach without pricing, from which up to three qualified offerors will be selected for Phase 2. Evaluation factors include design concepts, performance confidence, technical approach and qualifications, and small business participation, with non-price factors being significantly more important than price. Proposals must be submitted via the PIEE Solicitation Portal and adhere to strict documentation requirements, including the use of specific government templates for vendor information, experience, and technical qualifications.

This notice constitutes a REQUEST FOR INFORMATION (RFI). This announcement seeks information from industry and will ONLY be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS RFI. Respondents will not be notified of the results of the evaluation. The Government will not pay for any response expenses. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government is specifically interested in technologies, methodologies, ideas and solutions for the construction of the Ca'o Martin Pe'a Ecosystem Restoration Project in San Juan, Puerto Rico. The information received will be used to support a market analysis for the project with the general goal to improve the overall environmental conditions of the San Juan Bay Estuary (SJBE) System. Background The Ca'o Mart'n Pe'a (CMP) is a 3.75-mile long channel, which used to be historically between 200 to 400 feet wide and tidally connected between the San Jos Lagoon (SJL) and the San Juan Bay (SJB). The CMP is an integral part of the SJBE System and the only tropical estuary included in the National Estuary Program administered by the U.S. Environmental Protection Agency. The CMP is located in the San Juan Metropolitan Area of Puerto Rico, with the center of the CMP approximately 3 miles west of the Luis Mu'oz Mar'n International Airport and 4 miles east of the San Juan Harbor. Due to years of upland encroachment and fill of the mangrove swamps along the CMP, the channel no longer serves as a functional connection between the SJB and the SJL. The lack of tidal interchange between the SJB and the SJL has led to adverse changes to the ecosystem functionality within the SJBE system. The Ca'o Mart'n Pe'a Ecosystem Restoration Project (CMP-ERP) seeks to re-establish the tidal connection between the SJL and the SJB, specifically by the following constructible features: - Dredging a 2.2-mile-long by 100-foot-wide by 10-foot-deep channel along CMP. Materials to be dredged throughout the project area consist of unconsolidated materials consisting of silty sand, silt, stiff clay, peat, shell layers, rock, and solid debris. Disposal of the dredged material is dependent on material type. All sorted debris will be hauled to landfill site whereas sediments not earmarked for backfill will be placed in disposal pits located in the SJL. - For shoreline stabilization, a concrete-capped cantilevered bulkhead will be installed along the channel toes with cut outs for hydraulic connections to the CMP for upland mangrove flushing and upland storm-water drainage for neighboring CMP communities; - Preliminary modeled flows indicate the need for bridge protection measures at the western end of the CMP-ERP area where three brides exist. Two of the bridges have clearances less than 3.2 meters. To reduce scour from channelized flow, the current approach is to remove material for the installation of riprap on side slopes and articulated concrete mats at the channel bottom; - Planting of 34.48 acres of various species of mangrove; - Installation of various recreational facilities; - To support the construction of the CMP-ERP, there are two staging areas; (1) a 2 acre staging area adjacent to the Mart'n Pe'a Bridge on the Ponce de Le'n Avenue and (2) a 11 acre main staging area within the Ciudad Deportiva Roberto Clemente (CDRC) site; and - Majority of the water depths in the SJL are less than 2 meters. Therefore dredging within SJL is anticipated to accommodate the draft vessels to and from the dredging area to the disposal pits. The figure below depicts the current CMP-ERP features: (See Attachment) Dredging within the CMP might likely release hydrogen sulfide (H2S) and increase turbidity levels. Therefore, a Hydrogen Sulfide Management Plan, O2 bubblers, and turbidity controls might be required during construction. Responses Industry is asked to provide a written response addressing the following objectives or questions: 1) The ideal grouping of project elements into separate contracts if funding for the CMP-ERP was broken into different funding streams. 2) How to get dredging and major construction equipment within a highly urbanized setting with no deep-water access to the project area. a) Is there a capability to truck in sectional barges to fabricate at a staging area to support inland dredging operations? b) What are the sizes of the scow barges available on the market that can be brought to the project area? 3) What is the minimum size recommended for the main staging area considering the magnitude of the project? 4) Obtain a clearer understanding on the methodology of actively screen large trash/debris from dredged sediments. 5) Obtain a clearer understanding on how sheet piles could be installed taking into consideration the limited clearances to the site. 6) Obtain a clearer understanding on how barges will navigate underneath of the Teodoro Moscoso Bridge from the CDRC staging area and the CMP. 7) Obtain other proven methods for protection of bridges due to high scour. 8) Understand how to encapsulate dredged sediment in Geotextile bags for CAD disposal. 9) Understand the type, size, and number of support vessels needed to complete this project. 10) Understand the various methodologies in clearing and grubbing from land and water based operations. 11) Understand the use of O2 bubblers to reduce the release of H2S (details, size of curtain areas, hose sizes, size of compressors, application, etc.) or gain knowledge on other means to reduce emissions. 12) Evaluate the various materials (e.g. sand, glass) currently available in the market to be used as capping material in the disposal pits sites. Additionally There will be an Industry Conference Call on 21 June 2018 at 3:00 pm (more information to follow) There will be a limited Site Visit Scheduled 08 August 2018 in the afternoon. A maximum of 2 representatives per each interested company/contractor (more information to follow) There will be an Industry Day scheduled for 09 August 2018 from 9:00 am to 12:00 pm (to include 1 on 1 meetings with contractors as requested on 09 August 2018 after 1:00 pm) Provide Firm's name, address, point of contact, phone number, website, and email address. Responses to this RFI must be received no later than 2:00 pm, EST on 12 July 2018 and shall be sent to Ms. Claurice Dingle at Claurice.M.Dingle@usace.army.mil. NOTE - DO NOT SUBMIT PROPRIETARY AND/OR BUSINESS CONFIDENTIAL DATA. The official Synopsis citing the solicitation will be issued on Federal Business Opportunities WWW.FBO.GOV and inviting firms to register electronically to receive a copy of the solicitation when it is issued. All interested firms must be registered in SAM.gov to be eligible for award of Government contracts.
