1. Project Overview & Background

The Canonsburg-Houston Local Protection Project (LPP) is an authorized federal flood damage reduction project spanning over 20,500 linear feet of channel improvements along Chartiers Creek. Originally constructed by USACE in two phases (Houston unit completed in 1970; Canonsburg unit completed in 1976), operation and maintenance responsibilities were subsequently transferred to Washington County.

Severe storm events resulted in substantial damage to the channel embankment along the right bank of Chartiers Creek, including displacement of stone protection and loss of subgrade stabilization. This rehabilitation contract encompasses repair and re-armoring of the degraded channel reach to restore federal project integrity and design conveyance capacity.

The Anticipated Cost of Construction is between $150,000.00 and $300,000.00.

The project is to be completed within 120 Calendar Days after written Notice to Proceed (NTP).

2. Technical Scope of Work & Execution Limits

The contractor must furnish all management, supervision, labor, heavy equipment, materials, water control, and environmental controls necessary to execute the repairs.

• Repair Reach Limits: Repair work is concentrated along the right bank of Chartiers Creek between approximate stations STA 164+00 and STA 166+50.
• Site Access & Clearing: Access to the creek channel will be achieved from the left bank access ramp near STA 163+00. The ramp requires clearing of dense brush and vegetation in strict accordance with PennDOT Publication 408, Section 201.
• Geotextile Underlayment: Existing geotextiles within the damage limits are assumed damaged and must be excavated and replaced. The contractor must furnish and place Class 4, Type A non-woven geotextile fabric conforming to PennDOT 408 Section 735. Panels must be placed over prepared, compacted subgrade with a minimum 18-inch overlap, placing upstream panels over downstream panels.
• Stone Protection (R-5 Riprap): Riprap protection will be restored using PennDOT R-5 stone (minimum 1’-6” layer thickness) conforming to PennDOT 408 Section 850 and ASTM D5519. Stones must be placed with zero free fall and a maximum drop height not exceeding 12 inches to prevent fabric puncturing and stone segregation. Hand or mechanical rearrangement is required to achieve a dense, evenly graded mass free of stone clusters or void pockets.
• Temporary Water Diversion & Dewatering: In-channel work must be performed in completely dewatered conditions. The contractor is responsible for the complete engineering, installation, continuous pumping/diversion, maintenance, and final removal of a temporary water diversion system. All pumped effluent must pass through certified sediment/debris control devices prior to discharge back into the creek. Removed streambed material must be stockpiled and replaced upon completion.
• Demolition & Waste Disposal: Damaged geotextile, dead vegetative matter, and unserviceable excavated fill must be excavated, loaded, and disposed of off-site at a commercially permitted landfill or recycling facility in accordance with PADEP 258-2182-773 (Management of Fill).

3. Key Personnel & Qualification Thresholds

On-site supervisory staff must satisfy strict USACE qualifications and maintain designated physical presence:

• Project Superintendent:
  
  • Minimum of 5 years of construction experience, including at least 5 years serving as superintendent on comparable earthwork and channel restoration projects.
  • Must possess demonstrated proficiency in USACE EM 385-1-1 safety compliance and hazard mitigation.
  • Dedicated role; cannot serve concurrently as the QCSM or SSHO.
• Contractor Quality Control System Manager (QCSM):
  • Minimum of 5 years of construction experience on similar stream restoration and civil earthwork projects.
  • Must be directly employed by the prime contractor and hold a valid Construction Quality Management for Contractors (CQM-C) certification issued by USACE/NAVFAC.
  • Required to be on site at all times during construction activities.
• Site Safety and Health Officer (SSHO):
  • Must meet Level 1 SSHO qualifications outlined in EM 385-1-1 (2024 edition) and be formally designated via ENG Form 6282.
  • Full-time responsibility reporting directly to a corporate officer; must be on-site whenever active operations occur.
  • Dual-Hat Allowance: The SSHO may concurrently serve as the QCSM (provided all CQM-C requirements are satisfied) but cannot serve as the Project Superintendent.
• Safety Compliance:
  • Safety Compliance (EM 385-1-1): Offerors are advised that all work on this project must strictly comply with the latest edition of the U.S. Army Corps of Engineers (USACE) Safety and Health Requirements Manual (EM 385-1-1) (Link: https://www.publications.usace.army.mil/Portals/76/EM%20385-1-1%20_EFFECTIVE%2015March2024.pdf). Prior to commencing work, the contractor must submit and secure Government approval for a site-specific Accident Prevention Plan (APP) and comprehensive Activity Hazard Analyses (AHAs).

4. Key Performance Constraints & Operational Rules

• 25-Foot Embankment Exposure Limit: To prevent catastrophic washout during sudden high streamflows, the contractor must limit stripped subgrade or exposed geotextile fabric to maximum 25-foot linear sections, or lengths that can be fully backfilled and armored with R-5 riprap within the same working shift. Embankments covered solely by geotextile fabric are formally classified as unprotected.
• NWS Weather Monitoring & High-Water Action Thresholds: The contractor must continuously monitor National Weather Service (NWS) hydrologic forecasts for the Chartiers Creek tributary basin. Upon the issuance of any NWS Flash Flood Watch or Flash Flood Warning, all in-channel operations must be immediately suspended, equipment evacuated to high ground, and incremental work secured.
• Protection of Incremental Work: Work must be sequenced so that initiated features can be completed, stabilized, or protected prior to forecasted high-water events. Any equipment, materials, or partially installed work damaged by stream currents or inadequate water diversion must be replaced at the contractor’s expense.

5. General Information

The North American Industrial Classification Code (NAICS) is 237990 – Other Heavy and Civil Engineering Construction. The Small Business Size Standard is $45,000,000.00. Any resultant award will be for one (1) Firm-Fixed-Price (FFP) Purchase Order.

The solicitation will be issued on or about 9 October 2026, via the Procurement Integrated Enterprise Environment (PIEE), which posts the opportunity to SAM.gov. The anticipated award date is 13 November 2026. The basis of award will be of best value to the Government.

Basis of Award is best value to the Government. Quotes will be evaluated in accordance with (IAW) RFO 12.203(a), price and past performance. The Government reserves the right to reject any quotes that are unrealistically low or exceed available funds for this requirement.
