Capability Program Executive (CPE) Mission Autonomy Commercial Solution Opening (CSO) Area of Interest 002 Bridge Erection Boat (BEB) Autonomous Operations

The Department of the Army is soliciting innovative commercial solutions under a Commercial Solution Opening (CSO) authorized under DFARS Subpart 212.70 to develop autonomous capabilities for the Bridge Erection Boat (BEB), specifically targeting enhanced logistics resilience in contested environments through technologies such as wireless swarming, GPS-based station keeping, underwater hazard detection, and collision avoidance. This solicitation, identified as W912CH-26-S-C003 for Area of Interest 002, is structured as a two-phase evaluation process beginning with a Solution Brief due by June 1, 2026, followed by potential advancement to Phase 2 presentations and Phase 3 Commercial Solution Proposals. Awards will be made on a fixed-price or fixed-price incentive fee basis under FAR Part 12, emphasizing trade-offs between technical merit, innovation, risk, and affordability rather than using a Lowest Price Technically Acceptable approach. Proposals must demonstrate commercially available or near-commercial technologies that reduce Soldier exposure by enabling fully autonomous BEB operations with mandatory manual override, and must include data rights disclosures to support Government Purpose Rights under applicable DoD policies.
