The United States Department of Agriculture's Economics Research Service plans to award a one-year firm-fixed price contract, with four possible option years, to Capital Economics (N.A.) Limited, based in London, for a subscription providing electronic access to economic analysis via the internet and local loading. This contract, anticipated to be awarded on June 23, 2017, will grant the USDA perpetual data rights to the subscribed content. The subscription covers multiple economic services including emerging markets, agricultural commodities, and global economics. The emerging markets coverage focuses on macroeconomic trends in key regions such as China, India, Latin America, Emerging Asia, Emerging Europe, the Middle East, and Africa, which are significant for U.S. agricultural exports and competition. The agricultural commodities service delivers detailed analysis and forecasts for various agricultural products including grains, oilseeds, rice, sugar, cotton, tropical commodities, and lumber. The global economics service provides timely macroeconomic insights with reports like the monthly Global Trade Monitor that evaluates the impact of economic events on international trade. This acquisition will be conducted under a Justification for Other Than Full and Open Competition (JOFOC) basis in accordance with FAR parts 12 and 13.5, without issuing a solicitation. The notice clarified that it is not a request for proposals or a commitment by the Government but an invitation for vendors to submit relevant documentation within ten days for consideration of potential competition. Only written responses directed to the designated point of contact, Paul Merritt, will be accepted, and oral communications or telephone calls are prohibited. The procurement aims to secure specialized economic analysis that draws from a variety of sources such as news media and official international and governmental websites to enhance USDA’s understanding of global economic factors affecting agriculture.
