Capital Works Framework

Bracknell Forest Borough Council is establishing a multi-supplier Open Framework under the Procurement Act 2023 for the provision of capital works, planned maintenance, refurbishment, lifecycle replacement, and associated construction works. This framework will cover the council's operational and corporate property portfolio in Berkshire, providing a flexible mechanism to commission projects of varying size, complexity, value, and risk. The estimated total value of the framework is 80 million pounds excluding VAT, with the council intending to appoint up to eight suitably qualified and experienced contractors. Small and medium-sized enterprises, as well as voluntary, community, and social enterprises, are identified as particularly suitable for participation. The framework is scheduled to commence on April 1, 2027, and may operate for a maximum of eight years, ending March 31, 2035. It is structured into three successive periods: a three-year initial term, a second three-year term starting April 1, 2030, and a final two-year term starting April 1, 2033, with the framework reopening for new bidders approximately six months before each expiry. Award decisions will be based on a weighted scoring system consisting of quality technical questions at 55 percent, price at 40 percent, and social value at 5 percent. The deadline for tender submissions is November 26, 2026, at 3:00 pm via the designated electronic portal.
