The Bureau of Public Debt, on behalf of the Office of the Comptroller of the Currency (OCC) intends to award an Order to CardWeb, Inc. on a sole source basis, under authority of FAR 6.302-1, for Cardflash Daily Newsletter. CardWeb (CardFlash) is the only provider of this daily news service available for the credit card industry that sends daily updates to users. Examiners with oversight of credit card portfolios and banks, as well as, various retail credit lead experts and technicians rely on this daily newsletter as a primary source of industry information. We have found no other vendor that provides this specific industry news in this consolidated easily accessible online format on a daily basis. Further, the subscription affords access to thousands of archived news articles germane to the credit card/bank card/payment systems topics, which are not housed together in any other database. Examiners report that this information is critical to their interactions with bankers and they use the email newsletter to keep abreast of the rapidly changing industry. CardWeb provides a unique product in that the services provided are geared towards industry statistics, industry news and industry credit card/bank card/payment systems. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by August 3, 2012 by 12:00pm ET. Responses shall be submitted to PSB3@bpd.treas.gov, Attention BCooper/STefft. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
