USDA Rural Development in Puerto Rico is soliciting quotes to establish multiple Blanket Purchase Agreements with small business firms to provide caretaker services for government owned single family housing properties. This is a total small business set aside under NAICS code 561730. The period of performance runs from October 26, 2016, to September 30, 2017. Because these are BPAs rather than standard contracts, the government is not obligated to place orders, and vendors are not obligated to accept them. However, once a call order is issued, tasks must be completed within 10 business days. To be eligible, vendors must possess a DUNS number and maintain an active registration in the System for Acquisition Management. Offers will be evaluated based on price and technical capabilities, with price being the primary factor. Interested contractors must submit a completed solicitation, a pricing chart, and a statement of technical capabilities via the FedBizOpps Portal. All inquiries should be directed to the Contracting Officer, Antonio J. Salgado, by the specified deadline.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation for which quotes are being requested. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89, effective 15 August, 2016. USDA Rural Development (RD) in Puerto Rico intends to award multiple Blanket Purchase Agreements (BPA's) to small business firms capable of providing caretaker services for government owned single family housing properties. A BPA is not a contract. The Government is not obligated to place any orders nor is the vendor obligated to accept any orders. For each work assignment, the Government will request caretaker services by issuing a BPA call order to firms that have been awarded BPA's. Individual call orders shall be submitted in accordance with the terms in the BPA. Government personnel authorized to place call orders under the BPA will be identified on the BPAs by name and telephone number. The contractor will be expected to furnish the service in accordance with the terms and conditions of the BPA, without the need for additional paperwork beyond the Statement of Work that accompanies the order. Timely completion of the assigned tasks is crucial to the success of RD programs. Call orders are to be completed within 10 business days of the call order date. PERIOD OF PERFORMANCE: The contract period is October 26, 2016 to September 30, 2017. The option may or may not be exercised by the Contracting Officer. The BPA may be cancelled by either party in writing at any time. STANDARDS AND REQUIREMENTS: 1) Obtain a Data Universal Numbering System (DUNS) number, which is a unique nine-character identification number provided by the commercial company Dun & Bradstreet (D&B). The online process at www.dnb.com (d-u-n-s number link) is free of charge and should be completed the same day. 2) System for Acquisition Management (SAM) REGISTRATION: All vendors must maintain an active record in SAM, at www.sam.gov, to be awarded a BPA. It is advised that you begin this process as soon as possible since it can take about a week to complete. 3) This is a Total Small Business Set Aside. The applicable NAICS code is 561730, with a business size standard of $7.5M. Please include this code in your SAM registration. Your firm and all affiliates must have total average revenue at or below this size. The provisions of FAR 52.212-1, Instructions to Offerors - Commercial Items applies to this acquisition. Offerors must complete the provisions of FAR 52.212-3 Offerors Representations and Certifications - Commercial Items in the SAM website. In addition, the provisions of FAR 52.212-4 Contract Terms and Conditions - Commercial Items and FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items apply to this solicitation and are attached. EVALUATION PROCEDURES: The following factors shall be used to evaluate offers: 1. Price - Offerors should submit a statement of prices for services. Your price list will apply for the duration of the fiscal year, and may be used to compare for task orders. Please read the requirement thoroughly before providing your price. 2. Technical Capabilities - Offerors should provide a short narrative describing their technical ability to provide qualified personnel to perform the work described and the ability to provide quality work simultaneously on multiple services and to comply with the performance and delivery schedules. Relative Importance: Price is more important than technical capabilities. REQUESTS FOR INFORMATION: Submit all questions to contact@example.gov. Deadline for questions is 5:00 PM ET October 19th, 2016. SUBMISSION OF OFFERS: Interested Contractors wishing to enter into a BPA should submit their quote via the FedBizOpps Portal prior to the closing date and time. Please return these items: 1) Completed Solicitation. Include your DUNS and TIN where indicated. 2) Completed Pricing Chart 3) A short statement of Technical capabilities. Include years, type of properties cared for, experience on the services requested. ACCEPTANCE OF OFFERS: The Contracting Officer will return a signed BPA via email to accepted offerors. Those not accepted will be notified by email. Submissions will be retained for use in case of future need.
