This contract solicitation, issued by the Department of Defense through the NAVSUP Weapon Systems Support Mech office, pertains to the repair of the CARGO STRONGBACK, identified under NAICS code 336419. It was posted on May 14, 2026, with a response deadline of June 30, 2026. The solicitation has transitioned from a small business set-aside to full and open competition, allowing all potential suppliers to submit quotations. Interested contractors are required to carefully verify nomenclature, part numbers, and National Stock Numbers (NSNs) in their responses. The contractor's proposal must include a firm-fixed price encompassing all repair-related costs, including handling, missing parts, and wear damage, along with the Repair Turnaround Time (RTAT), which the government seeks to be 903 days or less. Government Source Inspection is required, and all freight is FOB origin, with shipment coordination managed by the Navy under the Commercial Asset Visibility (CAV) system. The contract mandates adherence to original manufacturer specifications, drawings, and applicable military standards, including proper identification according to MIL-STD-130. Repair work must follow established technical manuals, repair standards, and quality assurance protocols, with the contractor responsible for inspection and compliance throughout the repair process. Failure to meet RTAT requirements will result in price reductions per unit per month of delay, with excusable delays excluded. An option to increase the quantity of repairs by up to 100% within 365 days of contract award exists, subject to the identical terms and delivery turnaround. The contract also outlines procedures for handling beyond-repair determinations and requires all documentation and distribution controls to be observed carefully. Contractors must provide proof of authorized distribution status for original manufacturer parts when submitting offers.

This contract includes the supply of test set adapters, operational support, cartridges, support equipment, logistics, engineering support, test support, repairs, and training specifically for Kuwait. The procurement will be executed under the Corporate Basic Ordering Agreement N0001923G0003, leveraging statutory authority that permits sole source acquisition due to Lockheed Martin being the only responsible source capable of meeting these requirements. This sources sought notice is issued for informational purposes only and does not represent a request for competitive proposals. While other interested parties may respond to express their interest and capability, the Government currently anticipates sole source negotiations based on Lockheed Martin’s exclusive rights as the original designer, developer, and manufacturer of the ADU-892 product line. The government emphasizes there is no guarantee of solicitation or contract award at this stage, with a formal solicitation potentially expected in the third quarter of 2026. Interested parties can submit responses by June 26, 2026, but no telephone inquiries will be accepted, and the government is under no obligation to reimburse any costs incurred in response to this notice.
