Carmel Woods and Pescadero Road Sewer Main Rehabilitation Project

The Carmel Woods and Pescadero Road Sewer Main Rehabilitation Project involves upgrading aging sewer infrastructure in a residential area spanning unincorporated Monterey County and parts of Carmel-by-the-Sea. The project includes two main components: replacing or rehabilitating approximately 14,850 linear feet of deteriorated 6-inch vitrified clay pipe in Carmel Woods with new polyvinyl chloride or high-density polyethylene pipes, or applying a lining system where feasible, while also realigning select segments to improve long-term maintenance access. Along Pescadero Road, a new sewer main will be constructed to replace an aging section in the hillside behind residential properties, with existing flows redirected to the new line and the obsolete pipe abandoned. These upgrades are critical to maintaining reliable wastewater service, preventing potential spills, and ensuring compliance with environmental and public health standards. The project is managed by the Carmel Area Wastewater District, with primary oversight from Principal Engineer Jeff Bandy and Senior Planner Erin Harwayne. Performance locations are centered in Carmel-by-the-Sea, California, with the majority of work occurring along existing right-of-ways to minimize disruption. The initiative is forecasted for solicitation on June 3, 2026, and will serve customers whose service laterals connect directly to the affected sewer mains. The replacement and rehabilitation effort is designed to ensure long-term operational efficiency and resilience of the wastewater collection system serving the community.
