The Florida Department of Environmental Protection (DEP) has chosen Carmody® Software Inc. through a single source procurement to modernize the management of onsite sewage treatment and disposal system (OSTDS) records. This decision supports DEP’s regulatory responsibilities for water quality and brings the Onsite Sewage Program (OSP) in line with the 2020 Clean Waterways Act. Carmody® Software Inc. will provide a comprehensive solution that includes installing a specialized septic records management software, delivering staff training, and converting physical OSTDS documents from County Health Departments into high-quality, searchable digital files. The scope of work covers document preparation, scanning, uploading, file formatting, quality assurance, secure disposal of originals, and ongoing data management services, all tailored to Florida’s permitting protocols. The contract stipulates immediate commencement in counties already participating in DEP’s OSP, with ongoing expansion as new counties are added. The contractor is responsible for deploying staff and equipment to multiple Florida locations as required. Key features of the solution involve support for public online access to records and delivering archival-quality digital documents in PDF format. DEP determined that Carmody® Software Inc. is uniquely qualified for this work due to its proprietary software customized to state-specific regulations, with no alternative providers identified as meeting the project’s needs. The agreement is valued between $500,000 and $1,500,000 and is structured as a public notice of a single source award rather than a competitive solicitation, following state procurement protocols.
